Description
The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for an Implementation Advisor for research purposes. A fixed price contract with a base of one year with the possibility of two (2) 1-year option periods is anticipated and shall be awarded. It is the Government's belief that only a certain individual with clinical, managerial, and experience on the pilot project possesses the required capabilities to successfully meet this requirement. Individuals having the skills, education, and experience necessary to meet the study needs as delineated in the Statement of Work are invited to submit a resume. All responses received as a result of this notice shall be conveyed to the Principle Investigator. Inquiries/information received after the established deadline (June 24, 2014) shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. STATEMENT OF WORK LFLE IMPLEMENTATION ADVISOR VA BOSTON HEALTHCARE SYSTEM 1.Schedule of Hours Estimated Hours: Approximately 642 Work Performance Locations: VA Boston Healthcare System 2.Scope and Purpose of the Contract Contractor is to serve as the Implementation Advisor to support the VA HSR&D QUERI funded study, "Leveraging Front-line Expertise (LFLE) in Quality and Safety," Dr. XXXX (Principal Investigator and Supervisor). The Contractor will devote approximately 642 hours. In this role, the contractor will advise the project team on the implementation of the LFLE intervention at sites, review site progress, and participate on the shared learning calls. She/he will provide expert advice for troubleshooting any implementation issues that arise at sites via telephone and e-mails. If issues at participating sites require an in-person visit, contractor will travel to the site to help consult and troubleshoot. Primary duties include, but are not limited to: 1.Advise the project team on the implementation of the LFLE intervention at sites and review site progress. 2.Participate on the shared learning calls. 3.Provide expert advice for troubleshooting any implementation issues that arise at sites via telephone and e-mails. 4.Travel to implementation sites to troubleshoot in-person, if necessary. Specific items to be delivered to Dr. XXXX, VA, by Contractor include, but are not limited to: 1.Written feedback/edits on study materials as requested (e.g., interview guide, implementation manual). 2.Notes on any phone calls with sites and site visits. 3.Reports on site visits with information including number of employees met with, initial impressions and impressions upon completion of site visit, details on troubleshooting strategies employed, time spent on-site. 4.Brief monthly reports listing the number of hours worked, a brief description of the duties performed, and the amount to be invoiced. Breakdown of the specific tasks to be performed or components to be supplied: 1.Assist team as requested in reviewing and updating study materials (e.g., interview guide, implementation manual) pre-implementation. 2.Advise the project team on the implementation of the LFLE intervention at sites, and review site progress. 3.Participate on the shared learning calls. 4.Provide expert advice for troubleshooting any implementation issues that arise at sites via telephone and e-mails. Submit notes on any phone calls with sites. 5.Travel to implementation sites to troubleshoot in-person, if necessary. Submit summary reports on all site visits as described above. 6.Attend/call into monthly team meetings as requested. Contractor must have the following qualifications: 1.A licensed clinician with front-line and management experience. 2.Extensive experience in patient safety and quality improvement. 3.Experience in and knowledge of research protocols and practices. 4.Extensive clinical knowledge and nursing experience. 5.Experience implementing the LFLE intervention. Contractor is required to submit to Dr. XXXX and the project manager a monthly report listing the number of hours worked, a brief description of the duties performed, and the amount to be invoiced. Dr. XXXX will supervise the Contractor and will monitor the Contractor's performance. Contractor is to attend weekly team meetings (in person or by phone) as needed and check-in by email and phone regularly with Dr. XXXX and the project manager in order to provide updates on the progress of the duties and discuss any other issues relevant to the above named study. In addition, the Contractor will be available by telephone and/or email in order to provide updates on the progress of duties and discuss any other issues relevant to the above named study. Contractor will perform duties remotely using One VA VPN/Remote Access (Citrix). Contractor will need access to the VA and One VA-VPN/Remote Access (Citrix). At times, she/he will perform duties at the VA Boston Healthcare System, CHOIR, Building #9, Jamaica Plain Campus. Contractor is required to complete all mandatory research trainings, including but not limited to, human subjects, data security, and privacy trainings, and ensure that these trainings are current in accordance with VA policy. Some specific guidelines that the Contractor must have knowledge of when performing work are: VHA Handbook 1200.05, VHA Intellectual Property Handbook 1200.18, and VA Cyber Security and Privacy Policies (VHA Handbook 1605.1, VA Directive and Handbook 6102, VA IT Directive 06-2, VHA Directive 6500, VA Directive 6502, VA Handbook 6502.1 and 6502.2, and VA Directive 6504). Contractor is to perform work for an estimated 26 hours per month as needed. Contractor will perform the work according to a schedule as permitted by Dr. XXXX, Principal Investigator and will respond to Dr. XXXX inquiries regarding the work to be performed and/or other study issues within a reasonable time frame. The frequency of how many times a certain task must be performed and the schedule as to which the tasks are to be performed will vary. Beginning and ending dates of time period during which contractor is required to perform work for VA are: 2 years: Beginning approximately 7/1/2014 - Ending approximately 6/30/2016
