- This inquiry is initial market research. If a contract is procured, the magnitude could potentially be between $5,000,000 and $10,000,000. The Healthcare Emergency Recovery Operations (HERO) contract provides the Government with the ability to react and respond quickly, deploying expeditionary resources necessary to provide initial response and limited recovery to unforeseen natural/ unnatural events or major system failures that threaten or place the lives and well-being of the patients, staff, mission and/or medical facility in continued harm's way or peril. HERO would also apply where a major system failure has made the facility unusable by a major medical mission unless temporary or interim measures are employed. The services provided under this contract include but are not limited to deploying emergency resources (labor and materials) to the impacted site; performing engineering and physical temporary repair actions necessary to quote mark make safe quote mark the immediate area and cease further damage to the government property; perform a damage assessment; provide condition assessments and reports to the KO regarding current hazards and any progress made to recover. The contractor will maintain in ready state personnel with skills and agreements pre-arranged with national vendors for general materials that would be needed to respond to weather or fire related events and ensure that said resources (labor and materials) are available for deployment to the area within twenty-four (24) hours following receipt of notice to proceed from the contracting officer. As part of the HERO initial recovery services, the contractor will develop a schematic design, execution strategy and cost proposal for immediate, interim, and permanent repair needs. Immediate repair needs consist of those required to stabilize and make the facilities safe for continued recovery operations. Interim repairs are those required to restore the facility for minimally safe operations and restore mission capability. Permanent repair needs may be later executed under this contract as a task order or other means at the government's discretion. Award of individual task orders is contingent upon project funding and may vary in scope and size. The Contractors will be responsible for all site surveys; feasibility studies, calculations, work plans remediation actions, equipment startups and testing, repair and or training required by each individual task order. This will include, but not be limited to, providing labor, equipment, materials, applicable engineering documentation and other necessary actions and or products for the remediation, implementation, or testing that may be required by the individual task order. The purpose of this sources sought synopsis is to determine the availability of qualified contractors to perform these services to include Large Business Concerns, Certified Small Businesses, 8(a) contractors, HUBZone Certified Small Business Concerns, and Service Disabled Veteran Owned Small Businesses. The primary North American Industrial Classification System (NAICS) Code applicable to these requirements is 236220, Commercial and Institutional Building Construction. Offerors are requested to respond to this Sources Sought Synopsis with the following information which shall not exceed ten pages: 1.Offeror's name, address, point of contact, phone number, email address. 2.Offeror's Business Size/Status 3.Would you propose as a prime contractor, joint venture, or a teaming arrangement? 4.Demonstrate the capability of deploying an assessment team within 24 hrs of notification, and performing follow on work in the required geographic locations including, but not limited to the Continental United States (CONUS), Alaska, Hawaii, U.S. Territories and possessions, and in identified OCONUS locations (e.g, Japan, Korea, Germany, Kwajalein, Italy, Turkey, England). 5.Describe your firm's experience with emergency/disaster recovery efforts. 6.Demonstrate the capability, knowledge, and qualifications to perform emergency remediation, repairs, and renovations to include architectural, mechanical, electrical, civil, structural, instrumentation, communications, security, force protection, safety, systems, and cost, as well as environmental and hazardous materials abatement areas at Government medical facilities from small satellite pharmacies to large Medical Centers in accordance with all applicable medical technical publications, codes, and specifications. 7.Demonstrate the capability and qualifications to accomplish Work Plans/designs? Further, demonstrate the capability to develop work plans which result in execution strategies that minimize adverse impacts to the working mission of the facility. (Workplans/designs are prepared by the Contractor to include scope, schedules, construction costs, and demonstrate code compliance and standards in order to perform a repair/renewal action to correct a facilities repair and/or renewal situation. Work plan/design may also include detailed drawings, engineering calculations, criteria, manufacturers data, comprehensive schedules, cost estimates, catalog cuts, etc.).
