- CONTENT OF BID PACKAGE SOLICITATION The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and intends to procure. The National Oceanic and Atmospheric Administration's (NOAA) Atlantic Oceanographic and Meteorological Laboratory (AOML) is seeking a Vendor that is equipped to provide support services to conduct scientific diving around the island of Maug. The researchers on the cruise are interested in the impacts of increased ocean acidification from the hydrothermal vents naturally releasing carbon dioxide near these coral reef ecosystems. The diving operations will include benthic surveys, retrieval of scientific equipment, water samples, and pCO2 sampling. The project, which is a collaborative effort with the Division of Coastal Resources Management in nearby Saipan, will be one of the first surveys around Maug to assess the impact of naturally acidic waters on the coral reefs surrounding Maug. The diving operations are planning to do surveys at multiple sites around the island to get a thorough sampling of the reefs and water chemistry conditions surrounding the island. AOML requires a full-service vendor capable of providing a boat charter service for field operations around the Island of Maug. Research is scheduled to take place in August 2014 for a total of 8 days. Vendor shall be available to spend 5 consecutive days at the island of Maug, plus 3 additional days for transit time departing from and returning to Saipan. Services shall be provided between the dates of Aug. 1, 2014 and Aug. 31, 2014. Actual Dates shall be determined after the award has been given. A total of eight (8) researchers will be doing a 5 day cruise once on site at Maug, visiting multiple sites to conduct benthic and water sampling (pH, pCO2, total alkalinity, and dissolved inorganic carbon) surveys. The bid for the duration of the cruise shall include transit days from Saipan. The NAICS code for this action is 114112. Size standard not to exceed $5.0M. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM). In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The Government now requires all contractors submit their Certification and Representation SAM. The SAM website is the single source for vendor data for the Federal Government.
