- Brief Description: The National Guard Bureau (NGB) J37 is looking for contractors who have the capability to design and develop a web-based system that can provide a simulated training environment for Emergency Management Staff's. The training system must be scalable from a single user to a team or multi-agency exercise. The system shall be web-based and requires no software installation; participants simply log in through any available web browser and proceed through an exercise. The computer simulates all non-player roles. Scenarios in both individual and staff modes within the program are customize to build a profile of unit's resources and capabilities, create custom scenarios, incorporate specific standard operating procedures, specialized player roles, expand the problem domain, train-the-trainer classes and exercise facilitation services. Training scenarios should include pandemic influenza, building collapse, civil unrest, flood, hurricane, tornado, earthquake, nuclear interdiction, wildfire, cyber attack and active shooter. Training audiences typically include State Emergency Operations Center Staff, Local Emergency Operations Center Staff and Joint Forces Headquarters Staff. Each exercise presents an unfolding situation through authentic and multi-dimensional injects such as emails, social media, news videos, website articles, simulated conversations with real and simulated teammates. The tool allows for meetings, contains topo, relief, and street maps (integrated mapping and data support for your city, county, or state to include real world data), and satellite imagery. Injects require the participant to prioritize tasks, take action to influence the outcome, respond to or monitor the situation, and predict how their response will affect the remainder of the emergency. At the end of the training session the software generates an after action report to see determine both how well each participant adapts injects and how well the team worked together in the exercise. Place of Performance: Training will take place at the 54 States and U.S. Territories. The National Guard Bureau (NGB) Operational Contracting Division, on behalf of NG-J37 is conducting market research to determine the availability of qualified sources to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to design, develop and provide train the trainer services for an Emergency Management Staff Training System for domestic contingency response. THIS IS NOT A FORMAL SOLICITATION. The Government is seeking to determine what qualified sources exist to fulfill your this requirement. This information may be used to determine if there is a potential of a small business set-aside. The purpose of this quote mark Sources Sought/Market Survey quote mark is to gain knowledge of potential qualified sources and to develop additional knowledge of the existing market for the required services. Feedback on individual submissions will not be provided. Capability Packages should clearly address the following: A technical understanding of designing and developing a web-based emergency management training system for domestic contingency response. The contractor shall possess and maintain a SECRET facility security clearance and have the capability to provide cleared personnel to support Government requirements. The contractor shall have experience in emergency management training systems for domestic contingency response. Key Personnel: Do the key staff members have experience in disaster related scenarios and the ability to perform as training facilitators to the individual states. Past Performance: Do you have specific past performance and experience with disaster related scenarios training and we-based simulation based exercise designs. If you have experience in designing and developing a web-based management staff training system and/or similar system; please provide a demo of the software and/or web-site as part of your capability package. In addition, the following questions must be answered and elaborated on as part of the package: (1)Past Performance - Does your firm have the relevant past performance experience within the last three years of designing and developing web-based training systems for domestic contingency response? (2)Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, value and difficulty of work in emergency management training system and domestic contingency response?
