- This is a SOURCES SOUGHT NOTICE to determine the availability, experience and capabilities of small businesses (including certified 8(a), Small Disadvantaged, and HUB Zone firms; veteran and service-disabled veteran-owned small businesses; and women-owned small businesses) to provide engineering, technical, administrative, and analytical support to the Test Resource Management Center (TRMC). Responses will be accepted from both small and large businesses. This requirement is to provide support to the TRMC Headquarters, for Test Capabilities Development Program Management; the Central Test and Evaluation Investment Program (CTEIP); the Test and Evaluation / Science and Technology (T&E/S&T) Program; the Joint Mission Environment Test Capability (JMETC) Program; the TRMC T&E Oversight section; and the TRMC Science, Technology, Engineering, and Math (STEM) program. This Sources Sought Notice (SS) / Request for Information (RFI) is for planning purposes, and is not to be considered an invitation for bid, request for quotation, or as an obligation on the part of the Government to acquire any products or services. No reimbursement will be made for any costs associated with providing information in response to this SS/RFI or any subsequent information request. Respondents will not be notified of the evaluation results of their submission. No contract award will be made on the basis of the responses received; however, the submitted information will be used in a Market Research Report assessment of sources capable of providing professional support services in support of the TRMC. No questions will be accepted concerning the SS/RFI. The NAICS Code for this effort is 541330 Engineering Services, with an associated Size Standard of $14,000,000.00. Contractor support will be required in the following areas: 1. Test Capabilities Development Program Management Support: Provide detailed budgetary and financial management support to ensure contract financial planning, monitoring, and execution are conducted with sufficient visibility and fidelity to minimize financial risk. Create, maintain, and provide annual detailed budget forecasts on a calendar and/or fiscal year basis for each task order. Provide detailed budget forecasts for specified, incrementally funded performance periods for each task order. Conduct formal contract financial reviews as required for each task; such reviews will be provided a minimum of twice per year. Operate and maintain a DSS-approved classified facility within 8 miles radius of the TRMC Facility. 2.Central Test and Evaluation Investment Program (CTEIP) Support: Support the CTEIP Program Manager in all elements of executing investment projects that will have high productivity returns on investment. Provide subject matter expertise and extensive reach-back capability for a wide range of investments to improve the test capabilities base (Joint Improvement and Modernization (JIM) projects) and development of near-term solutions to test capability shortfalls in support of ongoing operational test programs (Resource Enhancement Project (REP)). This includes expertise in the major functional areas of: air combat; armament and munitions; Command, Control Communication, Computer and Intelligence (C4I) and networks; common range instrumentation; electronic combat; land combat; sea combat; space combat; target systems; and test environments. 3.Test and Evaluation / Science and Technology (T&E/S&T) Program Support: Provide technical and programmatic support for the T&E/S&T Program Manager in the development of advanced test range technologies to support testing of advanced technology and transformational weapon systems. Provide subject matter expertise and extensive reach-back capability across a wide range of test technology areas including Cyberspace Test Technology, Directed Energy Test, Electronic Warfare Test, High Speed Systems Test, Net-Centric Systems Test, Unmanned and Autonomous Systems Test, Advanced Instrumentation Systems Technology, and Spectrum Efficient Technology. Provide expertise in the identification of technology drivers, translation of drivers into T&E needs, use of needs to guide the organizational structure and investment strategy of the Program, initiation of T&E/S&T projects, and transition of technology developments to T&E activities and organizations. 4.Joint Mission Environment Test Capability (JMETC) Program Support: Provide Program Management Office support for JMETC in providing a persistent capability for linking distributed facilities, enabling DoD customers to develop and test warfighting capabilities in a Joint context. Provide subject matter expertise and extensive reach-back capability for all elements of the JMETC test infrastructure consisting of the components necessary to conduct Joint distributed test events by cost-effectively integrating live, virtual, and constructive (LVC) test resources that are configured to support the users' needs. Provide Program Management Office Support for the National Cyber Range in providing the ability to rapidly design, deploy, and sanitize large-scale, high-fidelity cyber test and training environments. Provide subject matter expertise and extensive reach-back capability for the National Cyber Range to support the planning, execution, and analysis of cyber test and training events. 5.TRMC T&E Oversight Support: Provide expertise in support of the TRMC mission to develop and maintain the congressionally mandated publishing of a biennial Strategic Plan for DoD T&E Resources. Provide expertise in all elements of strategic planning process. Provide subject matter expertise and extensive reach-back capability to support collaboration with the Military Services and Defense Agencies to assess and manage resources for DoD T&E capabilities in coordination with strategic guidance, policy, and fiscal constraints and demonstrate the support of the T&E community to the Warfighter. Support staff subject matter expertise and extensive reach-back capability requirements for a wide range of areas and programs to include Autonomous Systems, C4I, Corona Range Instrumentation, Electronic Warfare, Land Systems, Prompt Global Strike, Sea Systems, Air Systems, Software Systems/Interoperability, Hypersonics, Targets and Threats, Space Systems, and Sustainability/Encroachment. Provide support to the Director of the TRMC to conduct an annual review and certification of each DoD Component's proposed T&E budget for adequacy in sustaining the critical T&E capabilities needed to meet current and future acquisition program test requirements. Provide expertise and extensive reach-back capability to support the Test Range Oversight function of TRMC including but not limited to the Major Range Test Facility Base. Support includes the development and maintenance of a Test Capability Directory. Provide support and reach-back to support multiple OSD/Congressional level studies simultaneously within critical time constraints. Provide expertise, support, and extensive reach-back capability to stay abreast of policy changes that may affect TRMC or DoD T&E community operations in the near or far term, to support collaboration with the Military Services and Defense Agencies to assess and mitigate potential impacts to the DoD T&E community, and to participate in appropriate activities up to and including on an international scale to mitigate potential negative impacts to the DoD T&E infrastructure. 6.TRMC Science, Technology, Engineering and Mathematics (STEM) Program Support: The contractor shall provide engineering, technical, administrative, and analytical support to T&E/S&T Program Manager or the designated government STEM lead. The contractor shall support designated STEM activities that align with the focus areas established by the T&E/S&T Program Manager. The contractor shall support management of STEM activities to align with and leverage ongoing T&E/S&T projects and launching new technology developments. Consider the language at FAR Clause 52.219-14(c) -- Limitations on Subcontracting in your response. Identify the areas of work you will do and what you expect your subcontractor(s) to do. 5.Please provide specific capabilities and examples for how your company can provide the entire range of services described in this RFI. Explain your experience in each of the areas and your ability to meet the changing requirements in technical expertise. Describe your ability to reach back for subject matter expertise in new and emerging areas. Identify likely subcontracted areas, if any. 6.Is your company currently providing similar services to another government agency (you may also include contract #s for government) or other non-government customer, or have you provided these services in the past? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially. 7.What are the core competencies of your employees that would support the requirements of the RFI? Provide the total number of individuals currently employed by your company that are capable of supporting the requirements in the RFI. 8.It is anticipated that any RFP and resulting award made based on responses to this RFI will be a cost reimbursable type contract; therefore, the offeror will be required to provide documentation necessary to demonstrate that their accounting system is adequate in accordance with the requirement in FAR 16.301-3(a) with respect to cost type contracts. This requirement also applies to subcontractors if subcontractor costs are proposed on a cost reimbursable basis. a)Please state whether your accounting system been verified as adequate by the Defense Contract Audit Agency (DCAA) within the last three years. (Yes or No) b)If you answered quote mark Yes quote mark to question 8(a), you do not need to complete 8(b). If an offeror's accounting system has not been found adequate by DCAA or has NOT been examined by DCAA, the offeror will need to be in compliance with FAR 16.301-3(a). Guidance for providing documentary evidence regarding this requirement may be found on Standard Form (SF) 1408-14. Would your company be able to meet these minimum requirements? If so, how? 9.Due to the oversight function of the TRMC, each company submitting under this Sources Sought Notice will be required to submit a Non Conflict of Interest Certification that states that the company will not and does not participate in any contracts that will conflict with the execution of this support to the TRMC. Please identify any potential conflicts of interest that may exist. 10.Due to the nature of the reviews and analyses performed at the TRMC, and the clearance level of the facility, all personnel proposed to perform work under the proposed contract will maintain at a minimum an active Secret clearance at all times, with several contractor staff requiring TS/SCI. Provide a summary of the number of cleared personnel available to support this requirement in your company and the current clearance levels held by these individuals.
