Solicitation DTFH6114R00025 Attachments The Solicitation is herebye posted. Notice: DTFH6114R00025 Title: Enhanced Prediction of Vehicle Fuel Economy and Other Vehicle Operating Costs Background The Federal Highway Administration (FHWA) and Office of Policy and Governmental Affairs anticipates awarding a contract to provide a model or approach for the enhanced prediction of vehicle fuel economy and other vehicle operating costs. This model, or approach, will update the existing methodology utilized in the FHWA's biennial Status of the Nation's Highways, Bridges, and Transit: Conditions and Performance Report to Congress (C&P Report). The FHWA uses the Highway Economic Requirements System (HERS) model to support the report's projections of condition and performance measures under alternative potential levels of highway capacity expansion and preservation over a 20 year period. Current modelling is based on the assumptions, data collection, and calculations made by John P. Zaniewski in 1982. Changes in vehicle technology have made this model outdated. Changes in technology and data collection have also made possible the update of Zaniewski's original calculations. Additional information on the C&P Report is available by visiting: http://www.dot.gov/briefing-room/new-department-transportation-report-highway-transit-conditions-points-need-more The Objective : The objective of the contract is to update the state of the art in vehicle operating cost estimation for use in benefit - cost analyses pertaining to vehicle operating costs. In updating the state of the art, it is anticipated that the contractor shall develop methods to estimate the impact of different speed cycles, road characteristics and pavement conditions on vehicle fuel consumption, vehicle maintenance, tire, oil, and vehicle depreciation for use in the HERS model. This notice of intent is not a request for competitive proposals. A Request for Proposals is anticipated to be published, through the Federal Business Opportunities website, in April 2014. The RFP will be issued utilizing Full and Open Competition. Once the solicitation is posted, all interested responsible sources may submit a proposal which will be considered by the FHWA. The solicitation will be available electronically via the Government Point of Entry (GPE) at www.fbo.gov.
