This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, CC14HQR0010, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74, effective May 30, 2014. This is an unrestricted procurement and the NAICS code is 524114, Direct Health and Medical Insurance Carriers, with a size standard of $35.5 million. The Office of the Comptroller of the Currency (OCC) is issuing an RFP using FAR Part 12 - Acquisition of Commercial Items and FAR Part 15 - Contracting by Negotiation to obtain an experienced and qualified contractor to provide dental insurance for OCC and OFR employees, OCC retirees, and their eligible family members. It is the intent of the OCC to provide a dental benefits program that is designed to help promote and maintain healthy living. In support of the OCC's efforts to educate employees on healthy living and their benefit options, the successful contractor is also expected to do the following: - Attend an onsite health benefits fair that is generally held in November of every year at OCC's headquarter location at 400 7th Street, SW, Washington, DC. The contractor is to supply handouts and giveaways and be prepared to answer employee questions concerning the OCC Dental Insurance Program. - Supply dental program awareness materials that will serve as handouts at OCC's Total Rewards Showcase that is held in April of every year. - Provide electronic communications material regarding healthy living that can be posted on OCC's intranet site. - Support an OCC wellness fair at OCC's headquarters location by arranging for the attendance of a vendor in the health field (at no additional cost to the OCC) that will provide free demonstrations of their services or products. This event has never been hosted by the OCC and is currently under development. A detailed PWS is included in the RFP. The OCC intends to award a firm fixed price standalone contract with a base (to include transition if applicable), plus nine (9) one-year option periods. It is the offeror's responsibility to monitor FBO for the release of any amendments that may follow. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, and the clause at FAR 52.212-4, Contract Terms and Conditions - Commercial items, apply to this acquisition. The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: 1. Contractor's experience/technical capability 2. Past performance 3. Key personnel 4. Price These factors are listed in descending order of importance; however, when all non-price factors are combined, they are significantly more important than price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition and can be found in full text in the attached RFP along with all other applicable FAR clauses. Questions are due on June 19, 2014 and the deadline for receipt of proposals is July 11, 2014 on or before 2:00 P.M. ET.
