Description
The United States Army Corps of Engineers (USACE), Philadelphia District (NAP) intends to solicit and award a firm-fixed price task order GSA Schedule 811 004 quote mark Maintenance of Utilities Systems quote mark on or about July 15, 2014. The requirement will call out the brand name for an overhauled 10 Megawatt (MW) Solar Turbines Titan 130 Turbine at the Bagram Airfield (BAF) Power Plant in Afghanistan. The BAF power plant currently is made up of four 10MW and one 6MW Solar Turbines and 10 1MW Cummins Diesel Generators. On 7 August 2013 one of the 10MW Solar Turbines had a catastrophic malfunction rendering the asset inoperable. The Government has elected to repair by replacement the asset with an overhauled 10MW Solar Titan Turbine due to the unique nature of the plant no other manufacturer's turbine is configured to work with the current equipment already in place. Solar brand turbines shall be the only turbines used with Solar turbine housings and associated equipment due to manufacturing processes that connect to and function with Solar turbine housings and associated equipment. Manufacturers of a different brand may fail to meet specifications of performance in Solar housings and associated equipment and cause failure of the entire turbine system. In accordance with FAR 8.405-6(b) the Solar brand is essential to the Government's requirement as other brands do not meet or are able be modified to meet the specifications. In accordance with FAR 8.405-6 (b) USACE NAP intends to solicit a requirement which will include work for a contractor to furnish and install the brand name Solar Equipment to make maintain plant operability. The North American Industry Classification System (NAICS) code for this requirement is 221112 with the size standard of 4 Million Megawatt Hours. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received on or before 20 June 2014, shall be considered by USACE NAP. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
