- The US Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Research Institute of Environmental Medicine (USARIEM) intends to negotiate a sole source acquisition for a Thermal Hand Sweating System manufactured by Measurement Technology Northwest (MTNW), Inc. Measurement Technology NW's Thermal Hand Mankin is designed to evaluate the thermal resistance of gloves or mittens as per EN 511. The hand model features a realistic posture matching the human hand-at-rest, with sufficient space between fingers and an articulated thumb that allows gloves to be easily fitted. The standard 8-zone hand includes a zone at each finger/thumb, with the hand divided into 2 zones (palm and back), plus one zone at the wrist and an additional zone at the base of the wrist to act as an isothermal guard. The advanced 14-zone hand includes two zones per finger and one zone in the thumb. The hand is divided into 2 zones (palm and back), with two zones at the wrist for testing standard and long-cuff glove styles, and an additional zone at wrist/forearm acting as an isothermal guard. All models are water compliant for use with wetted skin. These needs can currently only be satisfied by the unique support provided by Measurement Technology Northwest (MTNW), Inc. A RFQ W81XWH-14-T-0295 will be issued for brand name items only. The North American Industry Classification System (NAICS) for this requirement is 334513 and the size standard is 500 employees. All sources that believe they are eligible to provide these items must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
