- MAC Working Group Flyer -Introduction The United States Transportation Command (USTRANSCOM) Acquisition Directorate, in partnership with United States Africa Command (USAFRICOM), is hosting a Multi-National Airlift Consortium Working Group meeting to identify interested potential sources to provide services, equipment, and material that will improve the capability and capacity of the Department of Defense (DoD) to transport low-volume, low-frequency movements of passengers and cargo within the Continent of Africa. Customers may include both DoD and non-DoD agencies, as well as multi-national partners. USTRANSCOM will not be obligated to pursue any particular acquisition alternative as a result of this meeting. Participation in this event is not a pre-requisite to submitting offers in response to any future solicitation, if one is issued. -Description of Services The contractor shall have the ability to provide personnel and cargo airlift services throughout the Continent of Africa to both DoD and non-DoD agencies, as well as multi-national partners. Personnel and cargo will be low-volume, low-frequency in nature. The phrase "low-volume, low-frequency" is defined as approximately 10-14 passengers and 2000-6000 pounds of cargo with a frequency of 1-2 times per week, contingent upon mission requirements. Any resulting contract action will include Fly America Act provisions, as well as a requirement for DoD approval by the Commercial Airlift Review Board (CARB) pursuant to DoD Instruction 4500.53. -Multi-National Airlift Consortium Working Group A Multi-National Airlift Consortium Working Group meeting will be held at Drury Inn & Suites, O'Fallon, IL on Wednesday and Thursday, July 9-10, 2014. There will be a briefing to further expand on the requirement and desired capability, followed by an open discussion to share ideas on how to potentially service these low-volume, low-frequency movements. Individual breakout sessions will follow the open discussion wherein individual carriers can share ideas and recommendations.
