Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. The Request for Quote (RFQ) number is PR-0004770 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 423430 - Computer and Computer Peripheral Equipment and Software Merchant Wholesalers; the size standard is 500 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-74. This requirement will be awarded on an all or none basis as a commercial item, fixed-price purchase order under the procedures in FAR Parts 12 and 13. The Federal Bureau of Investigation requires the following items, Brand Name Only, for the following: LINE 0001, Stratasys Objet24 Personal 3D Printer, 1 EA TECHNICAL REQUIREMENTS: The Offeror shall supply the Stratasys Objet24 Desktop Personal 3D Printer with poly-resin technology, 12-month warranty, Objet Lite, Waterjet-Small format, printer stand, Objet24/30 start-up toolkit, installation and training, support material kit, VeroWhitePlus Material kit, APC Smart-UPS, 1500VA. TECHNICAL SPECIFICATIONS: Requirements for the Stratasys Objet24 Desktop Personal 3D Printer with poly-resin technology include: • Printer must use Polyjet or liquid polymer cured by UV light technology (stereolithography). • Net build volume W x D x H - Minimum 9" x 7.5" x 5.5" • Printer size W x D x H - Maximum of 36" x 36" (height not a factor) • Layer thickness - Minimum 28-micron (0.0011") • Accuracy - Minimum 0.1mm (0.0039") • Very limited post processing - Waterjet is preferred. Heat methods not feasible. • Post Processing Waterjet W x H x D - Maximum 23" x 61" x 28" • Water pump for Waterjet W x H x D - Maximum 13" x 23" x 9" o Maximum model cleaning size W x H x D - 11.8" x 9.8" x 7.9" o Waterjet power - 110/120V • Printer stand size W x H x D - Minimum 32.5" x 24" x 24.4" • UPS (uninterrupted power supply) - 980 Watts/1500 VA, Input 120V / Output 120V Brand Name Justification: This procurement is being conducted in accordance with the Federal Acquisition Regulation (FAR) 11.105 (a) (1). The FBI has a requirement for a Stratasys Objet24 Desktop Personal 3D printer to support the advanced technical exploitation of evolving and existing high technology explosive devices. The Objet24 Desktop Personal 3D printer is the only instrument capable of producing the high accuracy and resolution results to meet Agency testing standards. The printer also is the only one capable of meeting FBI support data recovery and thermal environment requirements. The Objet24 model is the only 3D printer that satisfies all the technical requirements of the FBI. FOB Destination: FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Government rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the Government by the Contractor. Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Mr. Robert Coulter, Contract Specialist, Robert.Coulter@ic.fbi.gov no later than Thursday, 19 June, 2014 08:00 am Eastern Time (ET). Quotes shall be clearly marked PR-0004470. Offerors are hereby notified that if their quote is not received by the date, time, and location specified herein, it will not be considered by the agency. Telephone requests will not be considered. Effective 29 July, 2012, all vendors must be registered and active in SAM to receive government contracts. The FBI financial system has a direct interface with SAM. Please ensure that your company's information is updated and accurate. This includes TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be used by the FBI to process payment to your organization.
