- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution Prevention and Control Division (APPCD). The EPA/ORD/NRMRL/APPCD has a requirement for an environmental chamber that will be a component of a compression purification unit (CPU) being designed, built, and operated as part of a research project at EPA's NRMRL laboratories in Research Triangle Park, North Carolina. The CPU will be used to compress flue gas and separate carbon dioxide (CO2) from other flue gas components of a laboratory oxy-fuel combustion facility. The CPU consists of processes that condition (filter and dry) the combustion flue gas from the Innovative Furnace Reactor (IFR), compress the gas, perform further drying, chill the compressed gas, and liquefy and separate condensed CO2 from other components. The CPU will be used to study pollutant behavior and partitioning into various process effluents. The results of this research are intended to assist EPA program offices with regulatory decisions regarding future technologies being developed to capture and sequester CO2 from utility boilers. The CPU (and environmental chamber) is designed to be integrated with the effluent flue gases from EPA's 50 kW IFR oxy-fuel combustor. The environmental chamber is a large heavy duty low temperature freezer designed to contain an open coil and liquid gas separator. The environmental box maintains a cold environment to condense the compressed gases in the open coil, and separate the condensed liquid CO2 from other uncondensed gases (predominantly O2 and N2) in the liquid-gas separator. These process components and their associated plumbing need to fit inside the environmental chamber, and the chamber must have access ports to accommodate plumbing entering and leaving the environmental chamber. The minimum specifications for the environmental chamber are as follows: Internal temperature rated from -70 C (-94 F) to 150 C (302 F); Expected rate of temperature change 2 degree C per minute; Minimum internal volume = 790 L (28 ft3); Minimum internal height = 100 cm (39.4 in); Ability to install four sidewall ports for inlet and outlet plumbing access; RS-232 or Ethernet connectivity to existing SCADA system; UL listed (or equivalent); Live load capacity of 2.5 kW at -50 C; Airflow of 800 ft3/min; Maximum weight of equipment installed in chamber 300 pounds-steel tubing with compressed liquid carbon dioxide flowing through them; Power source is three (3) phase 460 volt; Chilled water not available but industrial cooling water available. Please note that many environmental chambers are designed for temperature cycling and materials testing. These units include heaters and humidity controls. EPA does not need these additional capabilities. This procurement will be accomplished using FAR Part 12 and 13 Procedures. The government anticipates awarding a single fixed price purchase order. The EPA anticipates award will be made by July 31, 2014.
