The Government seeks to identify interested offerors for this potential procurement action and to gather information that may influence the shape of any future Request for Proposal (RFP). This announcement does not constitute an RFP and it does not restrict the Government to any ultimate acquisition approach or strategy. This announcement does not represent a commitment by the Government in any form. The Government will not pay for any information that is submitted by respondents to this announcement. This is not a request for proposals, quotations or bids. 1.0 Background The National Geospatial-Intelligence Agency (NGA) provides timely, relevant, and accurate geospatial intelligence (GEOINT) in support of national security to the National System for Geospatial-Intelligence (NSG). The NSG is the combination of technology, policies, capabilities, doctrine, activities, people, data, and communities necessary to produce GEOINT in an integrated multi-intelligence, multi-domain environment. A key agency priority is to determine, with certain reliability, where persistent cultural, physical and physiographic changes have occurred on the earth's surface. The detection of these persistent changes shall support the maintenance of foundation data warehouses that are ready and current to support NSG's mission requirements. NGA is pursuing applications, services and technological ideas to satisfy this revolution in geospatial foundation data production and maintenance. To support the NSG in an ever changing world, NGA must employ new technologies, new applications and source retrieving services. NGA is developing unique approaches to achieve geospatial foundation data readiness via the exploitation of new technologies, infrastructure and the use of commercial/civilian imagery. Through this announcement, NGA is seeking innovative industry approaches to support detection of persistent changes of the earth's surface. 2.0 FDCD Program Specifics NGA is soliciting industry input to support the development of an acquisition for Foundation Data Change Detection by exploiting new technologies, infrastructure and commercial/civilian imagery. In addition to maintenance of existing foundation data, the concentration on foundation data readiness and the maintenance of future foundation data shall be supported by technology developments; i.e. Change Detection. The overall objective of FDCD is to detect changes that occur and persist on the earth's surface, rather than seasonal or transient changes on the earth's surface. NGA anticipates that the scope of work will cover a combined technological and functional aspect including but not limited to the following: • Technologies/abilities to perform change detection shall include current technical solutions and processes required for optimal solution confidence to maintain existing NGA foundation data bases and to satisfy NSG geospatial foundation data requirements. The main purpose of FDCD is to find persistent changes that have occurred within a predetermined historical time range; usually within the last 20 years and the capability to continue to detect persistent changes occurring on the earth's surface. • Analysis of change detection - This refers to calculating the percent of change between specific dates and categorization of the changes. Categorization of changes shall be within basic geospatial feature data themes: Vegetation, Hydrographic, Cultural and Transportation/Lines of Communication. • Provide decision-making tool - The change detection solution shall also support analysis of changes in any Area of Interest (AOI) to drive decision making processes/feasibilities to help determine if updates to the foundation data (features, imagery, etc.) are necessary. An AOI may range from a specific delimited small scale area to a large scale regional area. • Minimize false positives - Resultant solutions of change detection shall minimize false positive indicators in the final product. The contractor shall have the ability to filter out at a minimum 80% of the false positive anomalies. An anomaly is defined as a deviation in excess of a normal variation from the form characteristic of a geospatial feature. Common causes of anomalies are shadows and seasonal effects such as snow cover. NGA desires the best solution, void of false positives of persistent changes, to efficiently maintain NGA's foundation data warehouses, globally. For foundation data, detecting persistent changes in the landscape (i.e. construction of a new parking lot) rather than temporal/transient changes (i.e. existing parking lot with cars one day and without cars another day) are critically important to maintain NGA's foundation data warehouses. • Minimize false negatives - NGA desires the best solution minimizing false negatives of persistent changes to efficiently maintain NGA's foundation data warehouses, globally. For foundation data, detecting persistent changes in the landscape (i.e. construction of a new parking lot) rather than temporal/transient changes (i.e. existing parking lot with cars one day and without cars another day) are critically important to maintain NGA's foundation data warehouses. • Produce consistent results across the globe - The change detection solution shall be functional over any AOI around the world. • Have broad area search capabilities - The ability to detect persistent changes in the landscape over very large AOIs. • Sensitive and complete to detect persistent changes that support NGA's wide range of map and density scales - The change detection solution shall support change detection processes at different scales so that persistent changes affecting planning missions can be easily differentiated from changes affecting tactical and special operations. • Ability to track persistent changes temporally - The ability to track and detect changes on a continuing basis over a period of time and identify the approximate date the change first occurred. • Commercial/Civilian imagery obtainment and exploitation refers to the ability of the contractor to obtain and exploit commercial/civilian imagery to satisfy NGA's needs for foundation data change detection. 3.0 Information Desired Request interested and qualified sources address the following in accordance with the submittal instructions below: • Relevant Corporate Knowledge/Experience • Provide a corporate capability statement that describes your core competencies in each of the bulleted key areas under the FDCD Program Specifics, Paragraph 2.0. Please include any innovative ideas or new capabilities that your company could offer that directly support FDCD. • Identify relevant contracts held within the last three (3) years, to include i. Awarding Agency/Office; ii. Contract type, contract value and number of personnel utilized; iii. Identification of subcontractors; Describe the specific nature of the support provided and explain why it is relevant. Describe how corporate knowledge/experience gained through contract performance could be of benefit to NGA in the future. To be competitive as a contractor under this effort, at a minimum, companies must have cleared personnel at the Secret level. It is preferred that contractors be cleared and in some cases facilities which are cleared and accredited for processing information at the TS/SCI level. Describe your companies' ability to provide employees with the required security clearances. • Provide answers to the following questions regarding possible Small Business opportunities: o What business type are you? o Do you have a GSA vehicle? If yes, provide the contract number. o Are you aware of clause FAR Part 52,219-14, Limitation of Subcontracting? o Are you interested as a prime or subcontractor? If you answer yes as a subcontractor, if there was a piece carved-out for small businesses or an opportunity to be a designated small business prime instead of a subcontract, would you be interested in the designated Prime opportunity? o Can you perform all the required work? o What portion of the work could be set-aside for small businesses? o Can two or more small businesses through teaming or Joint Venture, etc. perform the work? If so, what portion of the work could be set-aside for small businesses? o Would this requirement be suitable as a "prime of primes" strategy? Basis of the prime of primes concept is when small businesses are not capable of performing the entire SOW, PWS, or SOO but are able to perform portions of the SOW. If you answer yes, what methods would be used to control duplication in the areas of contract management and others cost areas. o Would you propose on this requirement if released? o Is there another suggested NAICS code? If yes, please provide. 4.0 Submittal Instructions Submissions to this RFI are due no later than 4:00 p.m. Central Daylight time by 10 July 2014. Potential Offerors not responding to this announcement will not be precluded from any further participation. Responses to this RFI must also include: A. Business name, address, telephone, fax, email address, website address (if any), CAGE code and DUNS number, the full name of a company point of contact (POC), POC email address, POC telephone number and POC fax number. (Secure and unclassified information is requested.) B. Business Size in accordance with NAICS Code 541370 (in addition, any small disadvantaged business designations.) All questions in response to this RFI whether general or technical shall be submitted via e-mail to brian.e.taylor@nga.mil no later than 4:00 p.m. Central Daylight time, 20 June 2014. The Government will endeavor to respond to all questions. Valid questions and responses will be posted without reference to the company submitting the question, for all interested parties to review. Responses will be posted to this RFI in FedBizOpps by close of business on 30 June 2014. Request submissions to this RFI be provided in a word document format. To aid government review, submissions are limited to no more than 4 pages. A page is defined as each face of an 8-1/2 X 11 inch sheet with information contained within an image area of 7 X 9 inches. Type size shall be 12-point proportional font. Briefings and/or briefing charts in lieu of written responses are not acceptable. The respondent shall screen all emails for computer viruses prior to submittal. 5.0 Industry Exchange Meetings As deemed appropriate, the Government may elect to conduct industry exchange meetings after receipt of contractor responses to this announcement.
