- The US Army Corps of Engineers (USACE), Baltimore District, intends to issue a Request for Proposal (RFP), Number W912DR-14-R-0018, for the Multiple Award Military Munitions Services (MAMMS II) contract for munitions and environmental response services located primarily in the USACE North Atlantic Division (NAD) mission Area of Responsibility (AOR) within the Continental United States (CONUS) on or around 01 July 2014. The NAICS code is 562910, Remediation Services, Environmental Remediation. It is anticipated that up to ten (10) Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be awarded under this RFP. In consideration of Section 1331 of the Small Business Jobs Act of 2010, Public Law 111-240, up to five (5) contract awards have been reserved for small business concerns. All work to be acquired under the contract will be accomplished by the issuance of individual firm fixed price task orders. The ordering period will be for five years and the estimated total shared capacity for the Multiple Award Task Order Contract (MATOC) is $240 Million, with a small business target reserved capacity of $80 Million. The minimum guarantee for each contract is $10,000. MAMMS II is intended to provide military munitions and environmental response services at various sites known or suspected to have been affected by munitions and MEC or MC. The services include, but are not limited to: engineering services; studies and evaluations; field activities; surveys and mapping; permits and licenses; reviews; remedial/response actions; operation, maintenance, and optimization services; laboratory analysis; monitoring; and reporting. The contract will be acquired using Source Selection procedures as identified in FAR 15.3 and will be awarded to the Offerors who provide the best value to the Government. This procurement includes up to five (5) reserved small business contract awards. Small businesses, including all categories of small businesses, (women-owned, service-disabled veteran-owned, HUBZone, etc) are encouraged to participate. The small business size-standard for this NAICS Code is 500 employees. The Government intends to make award without discussions. Therefore, the Offerors' initial proposal should contain the Offerors' best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. The Government intends to award the contracts by approximately May 2015. Offerors must be registered in the System for Award Management (SAM) database in order to participate in this procurement. The website for SAM is http://www.sam.gov.
