Description

The USDA Forest Service intends to issue an order under other than full and open competition to QSR International (Americas) Inc. 90 Sherman Street, Cambridge, MA 02140, for NVivo software licensing. NVivo qualitative data analysis software is utilized as needed by Northern Research Station staff to support USDA Forest Service analyses and work products. The concurrent licensing will considerably streamline the license distribution process through the Northern Research Station internal network, doing away with the time consuming task of creating unique installation objects and staff time spent managing individual installations. QSR is the sole provider and distributor of NVivo, no other sources are known. The concurrent license agreement will include necessary licensing costs and all maintenance. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
