Description
Modification issued to correct Sources Sought close date to: "Submissions must be received no later than 4:00 PM Pacific Tuesday 17 June 2014." SOURCES SOUGHT NOTICE The Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition for non-personal services to provide two sessions of fourteen (14) days of High Risk Tactics/Combat Photography Training for twenty (20) Combat Camera (COMCAM) personnel to be conducted in the 2nd and 4th quarters of the fiscal year in support of Commanding Officer, Fleet Combat Camera Group Pacific (FCCP). The primary North American Industry Classification System (NAICS) code for this procurement is 611699 with a size standard of $10M. The incumbent contractor is Tactical Firearms Training Team (TFTT) under contract number N00244-11-C-0007 to expire 30 September 2014. The contract term will be for a base period of one (1) year and three (3) one-year option periods commencing 1 October 2014. The anticipated award date is 15 September 2014. It is anticipated that the Request for Proposal (RFP) will be posted on 14 July 2014 under RFP N00244-14-R-0029. The resulting contract is anticipated to be Firm Fixed Price. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP), nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this technical description is strictly voluntary. The Government intends to set-aside this acquisition to small business. As a result, the Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to respond to this notice. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. PROJECT INFORMATION: High Risk Tactics/Combat Photography Training DESCRIPTION: Sources Sought notice is to determine capability of industry to provide non-personal services for High Risk Tactics/Combat Photography Training. Services described as follows: - Tactical training is required for COMCAM personnel, to include weapons training, small team tactics, combat medicine, hand-to-hand combat, breaching, room clearing, rappelling, vehicle-down drills, night vision skills, and land navigation with still and motion imagery documentation integrated in all training evolutions, in accordance with FCCP Required Operational Capabilities (ROC) and Projected Operational Environment (POE), OPNAVINST 3501.320C. This includes curriculum development and training the curriculum with overall objective of integrating still-and-motion documentation and tactical combat skills. Resulting skill-sets are necessary for COMCAM personnel to be able to operate effectively and in relative safety with the tactical units they embed in. The Government shall not exercise any supervision or control over the contract service providers performing the services. Such contract service providers shall be accountable solely to the Contractor who, in turn shall be responsible to the Government.
