- Statement of Work Sole source The National Institutes of Health, Office of Research Services, intends to negotiate on a sole source basis with Cross Match Technologies (CMT) to update the existing analog Live Scan Management SoftwareTM (LSMS) system to incorporate a network solution called WEBS Enrollment. NIH is currently utilizing fingerprinting workstations provided by Cross Match Technologies (CMT). The workstations used are proprietary to CMT and are used to submit fingerprint captures to both the Office of Personnel Management (OPM) and the Federal Bureau of Investigations (FBI) for law enforcement activities as well as processing applicants for the HSPD-12 program. The purpose of this acquisition is to expand upon and update the existing resources in the most budget conscious means while maintaining compliance with various requirements from the Office of Personnel Management (OPM), Federal Bureau of Investigation (FBI), and Homeland Security Presidential Directive 12 (HSPD-12). The supplies and services required include server hardware, software, implementation services and existing maintenance. The reference number for this acquisition is HHS-NIH-OLAO-SS-14-784. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The proposed acquisition action is for supplies and services for which the government intends to solicit and negotiate with only one source under the authority of FAR Subpart 5.101 under the conditions as described in 6.302-1. Interested persons may identify their interest and capabilities by responding to this requirement, or submit proposals within 5 days after the publication date of this notice. A determination by the Government not to compete this proposed contract acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The North American Industry Classification System (NAICS) for this requirement is 334118 and the size standard is 1,000 employees. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
