Description
The Army Contracting Command (ACC) New Jersey, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (JPMO-TAS) and Research Development to identify and demonstrate technology currently available to provide a Titanium fabricated Upper and Lower Spade to support the M119A3 Howitzer. This Sources Sought is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of JPMO-TAS. Both casted and machined assemblies for the Upper and Lower Spade are located on the trail ends. The purpose of the future Upper and Lower Spade is to provide a light weight reinforced titanium structure as a potential replacement for the heavier legacy spades. The vendor must be capable of delivering casted and machined assemblies. The intent of this Sources Sought is to identify vendors that have available technology capable of casting and machining titanium structures approximately 32 quote mark X16 quote mark X8 quote mark. At this time the Technical Data Package (TDP) for the Upper and Lower Spade can be supplied on a case by case basis. The TDP is marked Distribution D, and Offerors will be required to fill out DD Form 2345 Military Critical Data agreement and AMSTA-AR Form 1350 Technical Data Request Questionnaire prior to receipt of the technical data related to this sources sought. Interested vendors are asked to fill out the questionnaire below. Firms/companies are invited to indicate their interest and capability to satisfy the requirements by identifying the following items: 1.Company Name 2. Company Address 3. Company point of contact and phone number 4. Major partners or Suppliers 5. The North American Industry Classification System (NAICS) code. Is your business considered a small business based on your NAICS Code? 6. Location where primary work will be performed (if more than one location, please indicate the percentage for each location). 7. Identify manufacturing, managing and engineering experience of like items of equal or greater complexity. 8. Identify existing facilities, equipment and workforce (identify what percentage would be supporting this new effort and what additional resources would be required). 9. Identify lead-time, including supplier/design qualification efforts and production ramp up time, to meet full capability for production and sustainment. 10. Have you produced to a Government TDP or a Military Specification? 11. Please provide any additional comments. Response Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video and other technical data as well as identification of current customers and rough indication of pricing. Any pricing data should be sent, if available, and at no cost to the US Government. Pricing should consider the following: Rough Order Magnitude of the projected costs for testing and production of up to 650 Upper and Lower Spades in the following areas: -Non Recurring Engineering and Qualification, First Article Test (QTY 3) each Upper and Lower Spade, Design Verification Test (QTY 2) each Upper and Lower. -Vendors are requested to suggest qty range estimates from 1-each to 650-each based upon economic order quantities for both the Upper and Lower Spares (i.e 1-25, 1-40, 200-350 etc). As a result of this Sources Sought, a Request For Proposal (RFP) may be issued to procure the spades.
