Description
The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to the Georgia Institute of Technology (Georgia Tech) for technical services in estimating the contributions from various air pollution sources to fine particular mass for the continental United States. The researchers at Georgia Tech have a unique history of productive collaboration with the Emory University Rollins School of Public Health (Emory) researchers on a number of air pollution health studies. This collaboration continues with the recent establishment of an Environmental Protection Agency (EPA) Clean Air Center at Emory and Georgia Tech, known as the Southeastern Center for Air Pollution and Epidemiology. Georgia Tech investigators offer widely recognized expertise in atmospheric modeling methods, source apportionment approaches, and state-of-the-art air quality measurements. These investigators have applied chemical transport modeling (CMAQ) to estimate source impacts over space and time, as well as receptor-based modeling techniques (CMB and PMF) to estimate source impacts at specific locations. They have also developed methods for fusing observation-based data with modeled results to optimize the prediction of temporal and spatial variation for use in health studies. This order is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability by responding to this notice and/or submitting proposals. This notice of intent is not a request for competitive responses; however, all proposals received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed order based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
