- Description
- The U.S. Army Corps of Engineers, Wilmington District requires a contract to provide Environmental Testing to customers of the U.S. Army Corps of Engineers. The environmental testing generally consists of environmental compliance, testing and evaluation of environmental data. Specific requirements will be defined in the Performance Work Statement (PWS) enclosed in each individual task order, but generally the services may include, but will not be limited to, the furnishing of labor, transportation, equipment, material, supplies and supervision to provide: a.Sediment Evaluations and Environmental Compliance : i.Dredge material sediment investigations and permit evaluations; ii.Preparation of Section 103 Evaluation reports according to guidance under the Marine Protection, Research and Sanctuaries Act (MPRSA), iii.Preparation of Section 404(b)(1) compliance evaluation and Section 404 sediment evaluations pursuant to the Clean Water Act. iv.Perform Short-Term Fate of Dredged Material (STFATE) modeling to simulate the movement of the disposed material as it falls through the water column, spreads over the bottom, and is diffused by the ambient current. v.Provide topographic and geophysical survey services to collect and analyze data associated with evaluation of environmental impacts of dredging and/or placement of dredged material, including, but not limited to, beach nourishment, disposal site designation, and site monitoring. vi.Perform surface water studies including mixing and dilution analyses, pollutant transport modeling, and current modeling and monitoring. b.Collection of sediment and water samples to be analyzed for parameters to be defined in individual task orders: i.When identified in the task order the Contractor shall take in-situ hydrographic measurements to include water temperature ( 0.1 C), salinity ( 0.1 ppt), dissolved oxygen ( 0.1 mg/L), pH ( 0.1 pH unit), turbidity ( 1 NTU), conductivity ( 2% of full scale, micro-ohms/cm) and depth ( 0.1 m). ii.The Contractor may be required to perform water column sampling. Water samples will be taken at intervals and locations specified in the task order. iii.The Government may collect environmental samples (water or sediment) and send them to the Contractor for analysis and report when necessary. iv.If the Contractor is directed by the Technical point of contact (POC) or the Contracting Officer Representative (COR) to eliminate tests, analysis or procedures originally included in a task order, the contractor shall only be paid for those analysis and procedures actually completed. This solicitation will be issued in electronic format only and will be available on or about July 1, 2014. The proposal due date will be specified in the solicitation when it is issued. No additional media (CD-ROM, floppy disks, faxes, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation will be set aside for a small business. The North American Industry Classification System (NAICS) code is 541380 - Environmental testing laboratories or services and the size standard is $14,000,000.00. Bidders must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation.
