Description
This is a Notice of Intent to Sole Source. The United States Citizenship and Immigration Services (USCIS) Office of Contracting, on behalf of the Office of Information Technology (OIT), Applied Technology Division (ATD), plan to negotiate a sole-source contract with Eagle Ray, Inc. for the Architecture and Design Services II (ADS II) Bridge to continue services for four months. Currently, Eagle Ray, Inc. is providing these architecture and design services. An additional re-compete acquisition is expected to be completed by the end of October 2014. This bridge contract will further the mission of ATD by continuing services for the governance over architecture and design of all USCIS systems, standardizing USCIS systems architecture; reducing the cost of future development; simplifying the architecture; creating a flexible, nimble code development capacity; and adopting an agile methodology. It is expected that by achieving these goals USCIS will be able to leverage investments across the agency; speed the pace of development; reduce cost; move to the cloud; reduce risk by spreading code development among competing vendors; streamline process overhead; increase productivity, and control quality. The statutory authority for other than full and open competition is 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a response that shall be considered by the agency. The resultant contract will be a four month, Firm-Fixed-Price (FFP) contract. Responses are to be received via email within 15 calendar days of the date of this notice. All requests for further information must be in writing or via e-mail. Telephone requests for additional information will not be honored.
