- It is the intent of the National Library of Medicine to procure SUDAAN Software Maintenance Support on behalf of the Center for Information Technology (CIT), National Institutes of Health (NIH). NAICS CODE 511210 - Software Publishers: The Center for Information Technology (CIT), National Institutes of Health (NIH), requires SUDAAN software maintenance to support its mission for basic research. This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format at Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this announcement. This solicitation incorporates provisions and clauses in effect in the March 2005 Far Revisions, including all FAR Circulars issued as of the date of this synopsis. CIT has determined that SUDAAN software is the only software available to meet NIH's needs to analyze clustered data, including complex sample surveys, randomized experiments, and epidemiological studies. SUDAAN provides three modeling procedures which include linear models, multinomial-logistic models, and regression models for time to event data. Each of these procedures offers three variance estimation models, which is a capability only SUDAAN can provide. The three types are the Taylor series linearization which makes Generalized Estimating Equations for regression models, Jackknife with or without user-specified replicate weights, and Balance Repeated Replication. Together, these procedures and techniques provide a powerful variety of analytical tools not available in any other commercially-available software product. In addition, a critical feature of SUDAAN is that it is available for a wide variety of computing platforms including PCs under Windows, PCs under Linux, and Sun workstations under Solaris. The following clauses and provisions cited herein are incorporated by reference into this solicitation and may be obtained from the web site hhtps://acquisition.gov/far/current/html/52_212_213.html: FAR 52.212-1 Instructions to Offerors - Commercial (July 2013), and FAR 52.212-4, Contract Terms and Conditions - Commercial Items (July 2013). FAR 52.212-2, Evaluation - Commercial Items (January 1999), also applies as follows: (1) An award will be made to that offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2014). Offeror must submit a completed copy of the provision at FAR 52.252-3, Offeror Representations and Certifications - Commercial Items (July 2013), with their offers. This clause Executive Orders - Commercial Items (July 2013), and the attached Addendum to Terms and Conditions of Purchase Order apply to this acquisition, as well as the following FAR clauses cited therein: FAR 52.232-33, Payment by Electronic Funds Transfer - System of Award Management (July 2012). This solicitation is for the purchase of 253 licenses. SUDAAN is the only source to provide the SUDAAN Software. Interested sources having the ability to provide a software product(s) and maintenance that include all of the functionalities described above shall provide clear and comprehensive information that supports their commercial software product and maintenance support.
