Description
THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO STATEMENT OF A-E SERVICES IS AVAILABLE AT THIS TIME. In accordance with the Federal Acquisition Regulation (FAR) 5.207, the Naval Facilities Engineering Command Far East (NAVFAC FE), intends to solicit competitive offers for an indefinite delivery Indefinite Quantity, Firm fixed price Contract for electrical Engineering Projects in Japan The Architect-Engineering (A-E) shall provide design and engineering services for the preparation of plans, specifications, design analyses, cost estimates (in Yen and U.S. dollars), studies, and design-build requests for proposals for projects associated with electrical engineering work, including but not limited to related fire protection design, engineering studies and design-build projects. Post Construction Award Services (PCAS) may also be included as required. Work shall be performed in accordance with Unified Facilities Criteria (UFC) 1-300-9N, Design Procedures, available on the National Institute of Building Sciences Whole Building Design Guide (WBDG) website: http://www.wbdg.org/references/pa_dod.php and Japan Environmental Governing Standards (JEGS), and, as applicable, other U.S. and Japanese regulations. The resulting contract will be an indefinite-delivery indefinite-quantity, firm fixed-price type where projects are ordered by issuance of task orders. The proposed contract shall not exceed one (1) base year plus four (4) option year periods for the same professional services. The total amount of all task orders issued under this contract in the base period will not exceed $2,000,000 ( ¥180,000,000) @ ¥90/$1). In addition, the total amount of task orders issued in each option period will not exceed $2,000,000 ( ¥180,000,000) @ ¥90/$1). A minimum fee of ¥1,800,000 ($20,000 @ ¥90/$1) will be guaranteed for the base year with no minimum fee guarantee for any option years. The minimum and maximum values of individual contract task orders executed under this contract are ¥630,000 ($7,000.00 @ ¥90/$1) and ¥63,000,000 ($700,000.00 @ ¥90/$1) respectively. Projects will primarily be located on U.S. Naval and Marine Corps installations in Japan. The majority of the projects are expected to be located in the Kanto region. The solicitation is estimated to be released on Asia NECO on/or about 3 July 2014. The Issue Date and Pre-proposal due date, and award date are approximate dates. The estimated start date for projects under this contract is January, 2015. This pre-solicitation is intended only for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the U.S.-Japan Status of Forces Agreement. Prospective offerors must register for this project in Asia NECO, in order to receive notification of availability of solicitation documents. Notification of any changes to the solicitation (Amendments) shall be made only on the internet. It is the Contractor ™s responsibility to check the above listed address daily for any posted changes to solicitation ™s plans and specifications. Oral communications ARE NOT acceptable in response to this notice. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award.
