- A. Description of Effort The mission of the Army Research Laboratory (ARL) Sensors and Electron Devices Directorate (SEDD) is to research, develop, and operate sensors and electron devices to ensure U.S. military superiority and to provide the U.S. Army effective intelligence and information tools, guaranteeing our soldiers' information dominance needed on today's battlefield. There are many existing Persistent Surveillance (PS) platforms and data collection efforts and programs that are in test and deployment today. Each of them has exhibited various levels of capability and particular expertise in certain environments or modes of operation. As new technological problems are identified, an effort is needed to identify what capabilities currently exist, what lessons have been learned, and the development of a methodology to solve these technological problems. The objective of this contract is to provide the design, development, fabrication and documentation of complex embedded hardware and software systems in support of the Persistent Surveillance - Intelligence, Surveillance Reconnaissance (PS-ISR) program. The development of embedded hardware and software solutions supports the holistic approach to locating terrorist activities, weapons of mass destruction and Improvised Explosive Devices (IED). Embedded hardware and software is required for effective and efficient Research, Development, Test & Evaluation (RDT&E) efforts. Engineering design tasks involve sensor integration, multi-source data fusion, Signal Processing algorithms, Processing, Exploitation, and Dissemination (PED) tools and Counter Improvise Explosive Devices (CIED) technologies/systems development for use in asymmetric, counter-terrorism, and counter-insurgency warfare scenarios. The development of new technologies shall support the conversion of sensor data and intelligence data to actionable intelligence and enable the local commander to make informed real-time decisions based on all available intelligence. B. Approach The intent of this pre-solicitation synopsis / special notice is to allow interested offerors' an opportunity to review the draft solicitation and provide feedback, comments, or questions to the technical and contracting offices prior to the release of the formal solicitation. Additionally, this pre-solicitation synopsis / special notice will also be used to develop an quote mark Interested Parties List quote mark to be used in the development of this acquisition. C.
