- The 482nd Contracting Squadron announces the projected solicitation for the Runway Rubber removal solicitation number FA6648-14-R-0002 on Homestead ARB, FL. This notice is posted in accordance with FAR Part 5.203 and FAR Part 36.213-2. Work includes the furnishing of all personnel, equipment, tools, materials, supervision, licenses and other items or services necessary to perform the management and operation of runway rubber removal at Homestead Air Reserve Base. All work shall be completed in conformance with applicable sections of the attached Environmental Protection Specification, the Project Specifications, Project Drawing, Federal, State and Miami-Dade Department of Environmental Management (DERM) codes and regulations, and OSHA requirements. The magnitude of construction is between $25,000 and $100,000.00. The NAICS code for this requirement is 237310, Highway, Street and Bridge Construction. The Small Business Size Standard is $33.5 million. The contract for this project will be awarded using procedures in FAR 15- Contracting by Negotiation. The construction period will be 30 days after notice to proceed. Hard copies of the solicitation will not be provided; the entire solicitation including the specifications or drawings will be made available only on the Federal Business Opportunities (FedBizOpps) website. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information, The solicitation date is approximately 3 Jul 2014. The solicitation will be a Request for Proposal (RFP) for a firm-fixed price contract. Award will be based on Low Price. The solicitation will state the exact terms for the award decision. This will be a 100% Woman Owned SB Set-Aside. The offeror must be registered in the System for Award Management(SAM) database at https://www.sam.gov/portal/SAM/ and must have the applicable NAISCS code (237310) prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. Check the http://www/wdol.gov for current wage determination information from the Department of Labor. Response to this announcement is not required. The government will not pay for any information submitted in response to this announcement. The solicitation subsequent to this announcement may be cancelled. After solicitation and prior to award the possibility exists to reject all offers when cancellation is clearly in the public interest. This announcement does not obligate the Government to pay for any bid/quote preparation costs. NOTICE TO OFFERORS; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE. SITE VISIT: A site visit will be scheduled and attendance by interested contractors is HIGHLY recommended. The tentative date and time of site visit is 16 July 14, 9:00 AM, Homestead ARB, FL.
