Description
PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Sustainable Technology Division (STD). The EPA/ORD/NRMRL/ STD has a requirement for a Thermal Analyzer System. The Thermal Analyzer will be used predominantly for analysis of polymer films, inorganic powders, and mixed matrix materials of polymers and inorganic powders at the laboratory in Cincinnati, OH with the following minimum specifications: The Thermal Analyzer apparatus shall be composed of two components: a differential scanning calorimeter (DSC) and a thermogravimetric analyzer (TGA). The Thermal Analyzer shall be equipped with a computer and software for control of the components of the analyzer, data acquisition, and data analysis. The operating system of the computer shall be Windows 7 Professional. The computer shall be equipped with an LCD monitor of 19" or larger. Both the DSC and TGA shall be operated by the same computer system. The computer system shall be equipped with a color inkjet printer and optical drive(s) capable of reading and writing to DVDs and CDs. DSC: The DSC shall have a power resolution of less than 0.3 microwatts and a power dynamic range of at least ?300 mW. The DSC shall be capable of isothermal operation. The DSC shall be able to heat samples under control at rates between 0.02?C/min (or lower) and 200?C/min (or greater) and cool under control at rates between 0.02?C/min (or lower) and 100?C/min (or greater). The DSC shall have a temperature precision of 0.02?C or better. The DSC shall have a temperature accuracy of 0.2?C or better. The DSC shall be capable of operating in a temperature range of −170?C (or lower) to 700?C (or higher). TGA: The TGA shall have a balance sensitivity of 0.1 microgram or better. The TGA shall be capable of weighing samples of 1.0 grams or greater. The TGA shall be equipped with an automatically operated and computer controlled sample purge gas switching system with at least two gas streams and be able to operate with a variety of gases including oxygen, air, nitrogen, helium, argon, and carbon dioxide. The TGA shall be capable of operating with an absolute pressure of 0.001 torr or lower applied to the sample. The TGA shall be capable of isothermal operation. The TGA shall be able to heat samples under control at rates ranging from 0.1?C/min (or lower) to 200?C/min (or greater) from ambient to 1000?C. Additional Items: A set of 10 or more DSC sample pans, pan crimping equipment, calibration standards, purge gas tubing, and sample handling tweezers shall be provided. Installation & Training Warranty Period: 3 years Shipping: FOB Destination This procurement will be accomplished using FAR Part 12 and 13 Procedures. The government anticipates awarding a single fixed price purchase order. The EPA anticipates award will be made by July 31, 2014.
