Description
By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of capable firms that are engaged in providing the services described hereunder for the Jackson Park Section 506 and Ecosystem Restoration Project, Chicago, IL. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. BACKGROUND: Jackson Park is located in Chicago, between 56th Street to the north and 67th Street to the south. The eastern boundary is Lake Shore Dr. and Lake Michigan and Stony Island Dr. to the west. The project area consists of various natural area parcels of land that total about 155-acres, all of which are owned by the Chicago Park District. The major features of Jackson Park include a connected lagoon (south lagoon), an isolated lagoon (west and east lagoons), and areas of natural habitat, a golf course and park open space. GOVERNMENT REQUIREMENTS: Under the planned Contract, the contractor will be responsible for all areas and components for ecosystem restoration. The area for restoration under this project are primarily natural zones that are not utilized by the general public, and are adversely affected by non-native and invasive weedy plant species. The degraded shoreline along segments of the west and south lagoons will be graded to allow for gradual, 2-dimensional slopes to the upland areas and in accordance with the Frederick Law Olmsted historic design of the park. There will be other minor grading around the project site to establish wetland/marsh and sedge meadow habitats. Excess soil material from the grading work will be placed along the eastern and/or western project boundary to dampen vehicular noise from Lake Shore Dr. Lake. Pond & marsh, sedge meadow, and oak savanna & open woodland communities will be restored in these areas via removal of invasive plant species and the planting of native plant species. The East and West Lagoons would also be separated from the Columbia Basin via "fish fence" to prevent large game fishes from entering the lagoon system from the Columbia Basin. There would also be eradication of common carp and other rough fishes from the East and West Lagoons. The goal of this project is to provide critical wetland habitat that would contribute to the restoration of the Great Lakes ecosystem. PROJECT MAGNITUDE: The estimated magnitude of cost for this project is between $5,000,000.00 ($5M) and $10,000.000.00 ($10M). SCOPE OF CAPABILITIES: The USACE-Chicago District is searching for contractors that are capable of meeting all of the above requirements. REQUESTED INFORMATION: Since this notice is being used to assess the extent of Firms capable of fulfilling the government's requirements, this Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Is your company currently registered with the System for Award Management (SAM) formerly known as the Central Contractor's Registration (CCR) Database? If not, has it been registered or does it plan to register? 2. In consideration of NAICS code 237990 with a small business size standard in dollars /employees $33.5 Million, which of the following small business categories is your business classified under, if any? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 3. Is your company currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 4. Is the potential offeror capable of obtaining performance and payment bonds for a project valued between $5M and $10M? 5. Is the potential offeror a small-business interested in performing as a subcontractor? 6. If the potential offeror is a LARGE business, is it capable of adhering to a Small Business Subcontracting Plan where at least 50% of the work can be subcontracted to small businesses? 7. Does the potential offeror have experience in the work described for this project? If so, how many years?
