- Description
- This announcement does not request any white papers or proposals at this time. TECHNICAL DESCRIPTION: The goal is to conduct research and development of passive and active RF systems and may involve areas such as, fire control solutions (targeting), simultaneous transmit and receive RF concepts, RF sensor resource management, geolocation algorithm development, simulation, test and evaluation activities, and integrated sensor system studies. These technical areas support Signals Intelligence (SIGINT), Measurement and Signature Intelligence (MASINT), Geospatial Intelligence (GEOINT), Electronic Warfare (EW), Global Positioning System (GPS), Command Control Communications Computers Intelligence Surveillance and Reconnaissance (C4ISR), and Joint/Special Operations. Engineering trade studies may be required that include consideration of structural, aerodynamic, electrical, and physical architectures. Applications may involve the integration of developmental hardware and software on various aircraft, or unmanned air vehicles. Support via Systems Engineering, laboratory-based and/or field testing to demonstrate the viability of research concepts may be required as well. The contractor will be expected to deliver all software and/or hardware as required, and all associated data developed and/or used in the execution of this effort, unless clearly stated otherwise in the proposal. THIS IS A PRE-SOLICITATION NOTICE ONLY. It is anticipated that a BAA providing more details into this program will be released late July 2014 to late Aug 2014. The BAA will be made available at www.fedbizopps.gov. Direct any questions to the Contracting points of contact identified in the announcement or Technical point of contacts who is Bob Pearson, AFRL/RYMR, phone 937-528-8976, email: robert.pearson2@wpafb.af.mil, AFRL mailing address: Bldg. 620, 2241 Avionics Circle, Wright-Patterson AFB, OH 45433-7303. The funding listed reflects the estimated requirement funding only. This estimate is not a guarantee of funding. Funding is uncertain and is subject to change. Changes in funding availability may occur at Government discretion. Anticipated Program Funding is $24,000,000 (FY15-FY19). Security: In accordance with the contract security classification specification (DD Form 254), the contractor will implement the required security. The contractor shall provide the personnel and have access to facilities that support the required level of classification. The tasking will require security up to and including TS/SCI. General OPSEC procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. The contractor shall apply OPSEC throughout the lifecycle of the contract. The Sensors Critical Information List (CIL) will be provided upon request by the RYOY Information Protection Office. While working on the government installation, OPSEC guidance will be provided by the RYOY Information Protection Office.
