- DRAFT SOLICITATION SOURCES SOUGHT. This is a Request for Information (RFI) from interested sources and response to this RFI is voluntary and at the contractor's expense. The Government is seeking qualified small business concerns with specific and recent experience in Explosives Training and Weapons Technical Intelligence Support. Large businesses are also encouraged to participate in order to establish acquisition strategy. In addition, it is highly encouraged the possibility of teaming arrangements in which an acquisition strategy can be set-aside 100% for small business. The National Center for Explosive Training and Research (NCETR) a division under the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF has seven (7) explosive training programs with a throughput of approximately 2,000 students annually. Currently, NCETR contracts with approximately 30 individual instructors to provide the necessary expertise and teaching skills essential to support all seven (7) training programs. The training programs are pursuing accreditation through the American National Standards Institute (ANSI) 17024 - Personnel Accreditation, ANSI - E2659-09 Certificate Accreditation Program, and the Federal Law Enforcement Training Accreditation. Additional accreditation is being investigated with Oklahoma State University, Missouri University of Science and Technology, and the Council on Occupational Education. The draft Solicitation is attached to this synopsis. Industry responses to this RFI may determine the Government's acquisition strategy. DO NOT SEND YOUR COMPANY BROCHURE OR A GENERAL DESCRIPTION OF WHAT SERVICES YOUR COMPANY OFFERS. Responses shall address the following questions: 1. The contractor's specific experience with a Homemade Explosives training program that is relevant to this effort, not a generic background in training; 2. The contractor's specify how they would obtain instructors that have qualified certifications (Reference Section C.3.2, C.4.1.1, C.4.1.2, C.4.1.3, C.4.1.4, C.4.1.5, C.4.1.6, and C.4.1.7 ; 3. The contractor's experience to support NCETR accreditation (C.4.2.2); 4. A reference list of related DoD contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number and email address; 5. Information related to the contractor's business size and socioeconomic status; 6. Information related to any proposed teaming partners/arrangements, if anticipated; 7. Comments regarding proposed NAICS 541690 or a recommendation of another NAICS; 8. A rough range of magnitude (ROM); 9. Questions within the Solicitation, be specific with sections number references, page numbers, the specific question. Your company will not receive an answer back, it will allow the Government to determine if anything needs to be revised prior to issuing an anticipated solicitation; 10. Any other specific information about your company that could determine that your company meets the capabilities. This synopsis is for information and planning purposes only, and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Interested parties having the required experience and skills to meet all the above requirements are invited to submit a written capability statement with the specific questions addressed above to susan.humann@gsa.gov by 19 Jun 2014 at 13:00 Central Time. The Government may revise its acquisition strategy and solicitation requirement based upon industry responses. Contractors are responsible for all costs for submitting their capability packages.
