- This pre-solicitation notice is for a Yellow Ribbon Event from 11-13 July 2014 in Washington D.C. The period performance for this effort is 10 - 13 July 2014. The event will take place on 12 July 2014 from 6:00 AM to 6:00 PM and on 13 July 2014 6:00 AM to 1:00 PM with counseling breakout rooms and services available during the evening as needed. The solicitation number will be W15QKN-14-T-1370 which will be a Firm Fixed Price contract. This acquisition is set aside for total small business. The primary North American Industry Classification System (NAICS) is 721110, size standard of $30.0 Million. Prospective contractors must be registered in System for Award Management (SAM) and Online Representations & Certifications Application (ORCA). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. It is the responsibility of the vendor to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. To be eligible for award, prospective vendors must be registered in System for Award Management (SAM). The website is https://www.sam.gov/sam/. o Guest Amenities: The hotel shall be located within 15 miles of the Ronald Reagan Washington National Airport and within a 10 mile radius of accessible shopping, site-seeing, amusements, and points of interest. It should also include safe and free hotel parking for all attendees as well as free internet services in all meeting areas and break rooms. It is preferable that the lodging facility have a game room, family friendly snacks and beverages available, fitness center, pool, playground or play area. o Specific Requirements: The contractor shall provide guest rooms, conference space, audio/visual equipment, and meals in support of the Yellow Ribbon Event. o Guest Rooms: The contractor shall provide fifteen (15) rooms per night from 10-13 JUL 14, four hundred and ninety-two (492) rooms per night from 11-13 JUL 14. All guest rooms shall be located on-site and room quantities are subject to change. o Conference Space: The contractor shall provide one (1) General Session Room from 11-13 JUL 14, four (4) small parlor style rooms for counseling from 12-13 JUL 14, one (1) large meeting area or foyer space from 11-13 JUL 14, one (1) administrative office for staff members from 10-13 JUL 14, eight (8) to ten (10) large breakout rooms setup theater style to accommodate 80-100 people in close vicinity of the general session room, four (4) large rooms to accommodate child care from 12-13 JUL 14, one (1) registration area near the main check-in counter in the lobby to provide welcome/orientation packages to attendees from 11-12 JUL 14. Small meeting spaces shall be a minimum of 1,500 square feet to be used for child care. Large meeting spaces shall be a minimum of 3,000 square feet of floor space to accommodate up to 100 people in moveable seating arrangements. o Audio/Visual: The contractor shall provide one (1)10 x 10 ft screen, projector, multiple tap surge suppressor and 50' extension cord, A/V table, one (1) podium with wired and wireless microphone, two (2) hand-held wireless microphones with stands, and audio/speaker system for general session room. Contractor shall also provide three (3) TV with DVD player sets for entertainment in the child care rooms. o Meals: The quantities of meals are determined by the number of attendees and are preferably buffet style. Breakfast will be served on 12 and 13 JUL 14 and shall include but not limited to scrambled eggs, pancakes or French toast, bacon or ham, turkey sausage, Breakfast style potato, Danishes, fresh fruit, yogurt, assorted juices, milk, coffee, tea, and water and appropriate condiments. Lunch will be served on 12 JUL 14. The menu shall include but not be limited to tossed salad with assorted dressing, hot chicken, hot sliced beef entr e, pasta, Starch Du jour, assorted breads and condiments, coffee, tea, juice, iced tea and soda, assorted desserts. Food items for children must be part of the buffet; Items such as macaroni and cheese, chicken nuggets, and grilled cheese sandwiches.
