- NOTICE OF INTENT TO SOLE SOURCE. The Tropical Prediction Center/National Hurricane Center located at 11691 SW 17th Street, Miami, Florida 33165-2149 requires Guard and Protection Services at its facility. Please note this facility is located on the Florida International University (FIU) Campus and Florida Statute 1012.97 empowers and directs the University to provide for police officers for the university (also known as "University Police"). Due to this Florida Statute and the facilities being on FIU property, the government is restricted to utilizing FIU's University Police force to provide these services. No information has been received through research or through responses to the sources sought that would indicate that the government has the ability to compete this action. Therefore, NOAA intends on soliciting and negotiating a sole source contract with FIU for a base year with four additional one year option periods beginning tentatively October 1, 2014. This will be issued under Section 303(c)(1) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 U.S.C. 2304(c)(1), and is implemented by FAR 6.302-1, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources that believe they have the necessary expertise and capability to provide these services may submit a capability statement, proposal or quote, which shall be considered by the agency if received within ten (10) calendar days from the posting date. Responses may be forwarded electronically to Joan Clarkston at joan.e.clarkston@noaa.gov or fax at (816)274-6966. The response shall be no more than twenty (20) single-sided pages in length and shall address the following topics: • Organization's Name, Address, Phone Number, Email, and Point of Contact Information • Brief summary describing your organization and purpose. • Advise if your firm has received permission to provide Guard or Protective Services on the FIU campus. • List range of personnel that can provide services and at least three prior examples of similar work related to this announcement. • Include your business size classification (e.g. large business, small business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc.)
