Description
This is a notice of intent from the Naval Air Systems Command, Aircraft Division (NAWCAD), Patuxent River, Maryland to contract on an other than full and open competition basis with University of Colorado, Boulder, CO for specific Engineering Investigations (EIs), consisting of Propagation of visible through microwave electromagnetic waves through the turbulent atmosphere and acoustic wave propagation in the ocean for the for the U.S. Naval Non-Acoustic Anti-Submarine Warfare (NAASW) mission. University of Colorado shall integrate emphasis on scientific research in remote sensing technologies, focusing on (but not limited to) the following areas: radar, radiometry, infrasound, and hydrodynamics. University of Colorado employs personnel with many years of scientific investigation and unique S&T experience in the fields of the propagation of electromagnetic waves through the atmospheric turbulence and acoustic wave propagation. University of Colorado has developed scientific tools such as models, algorithms, and simulations that are essential to investigate the underpinning physics related to atmospheric or ocean surface modification produced by underwater objects, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements in a timely basis. Award to any other source would result in unacceptable cost, schedule and programmatic risks which would result in failure to fulfill the NAASW's requirements. This Cost contract will be negotiated on a sole source basis under the authority of FAR 6.302-1 (Only one responsible source and no other sources will satisfy agency requirements). The total estimated dollar value of this procurement is estimated to be $1,946,000.00. The period of performance for this procurement will be five years (Base and 4 Option years). This is not a solicitation. No RFP will be issued on the basis of this Notice of Intent. See numbered Note(s) 22.
