Description

DRAFT SOW The National Blindness Professional Certification Board (NBPCB) currently administers the National Certification in Literary Braille (NCLB), formerly known as the National Literary Braille Competency Test (NLBCT). This examination is a five year, renewable professional credential which assesses the test takers ability to read, write, and proofread literary English braille. As the National Library Service (NLS) participated in the development of the initial certification exam, it is appropriate for NLS to coordinate the updating and improving of the exam. NLS will begin implementing Unified English Braille (UEB) in all of its materials in January 2016. NLS has a need to contract for the conversion of the NCLB certification from English Braille, American Edition to the now recognized standard UEB code. The Library of Congress intends to issue this requirement as a sole source to the National Blindness Professional Certification Board. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached draft SOW.
