- DoD RIF 2014 Amendment 0005 Modification List FY 2014 RIF DoD-Wide Annex Requirements Amendment 0005 FY2014 RIF DoD-wide BAA Amendment 0005 Amendment 0005: The purpose of this amendment is to make modifications to the DoD RIF BAA Instructions and the BAA Annex Requirements. A list of the modifications that have been made to the solicitation has been uploaded as well as the revised DoD RIF BAA Instructions and revised BAA ANnex Requirements. Please see attached documents for additional information. Amendment 0004: The purpose of this amendment is to update the response date in the FBO notice to August 8, 2014 by 3:00 p.m. ET, the correct date. The correct response date was already included in the BAA. Amendment 0003: The purpose of this amendment is to make modifications to the BAA Annex Requirements. A list of the modifications that have been made to the solicitation has been uploaded as well as the revised BAA Annex Requirements. Please see the attached documents for additional information. Amendment 0002: The purpose of this amendment is to make modifications to the BAA Annex Requirements. Amendment 0001: The purpose of this amendment is to inform offerors that the DoD-Wide Broad Agency Announcement for the 2014 Rapid Innovation Fund has been released. Please see the attached documents for additional information. The Department of Defense (DoD) intends to issue a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation Parts 35.016 and 6.102(d)(2) for the Rapid Innovation Fund (RIF) Program no later than May 23, 2014. The BAA posting will be made as HQ0034-14-BAA-RIF-0001. The Military Departments and Defense Agencies participating in RIF for fiscal year 2014, include: • Department of the Army • Department of the Navy • Department of the Air Force • Chief Information Officer / Defense Information Systems Agency • Combating Terrorism Technical Support Office • Defense Health Program • Defense Intelligence Agency • Defense Logistics Agency • Defense Threat Reduction Agency • Joint Science and Technology Office for Chemical and Biological Defense • Missile Defense Agency • National Geospatial-Intelligence Agency • National Reconnaissance Office • North American Aerospace Defense Command / United States Northern Command • Office of the Deputy Assistant Secretary of Defense for Emerging Capabilities and Prototyping (Rapid Reaction Technology Office) • Office of the Deputy Assistant Secretary of Defense for Manufacturing & Industrial Base Policy • United States Pacific Command • United States Special Operations Command • United States Transportation Command The RIF Program was established to facilitate the rapid insertion of innovative small business technologies into military systems or programs that meet critical national security needs. RIF also intends to facilitate innovative technologies that show a clear transition path to fielding the technology into existing defense acquisition programs. The BAA will list the technology areas of interest for each participating component, instructions for submission of white papers, and source selection criteria. Subsequent RIF proposals will be invited based on the evaluation results of the white paper submission. Those selected for RIF awards may receive up to $3 million in funding. The period of performance for RIF awards shall not exceed 24 months. Participation in the DoD RIF BAA is open to all responsible sources capable of satisfying the Government's needs; however preference shall be given to small businesses capable of transitioning innovative technologies.
