- The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Code 63320 is seeking information on commercially-available Cellular Detection System. The Cellular Detection System must be capable of the following: 1) No more than a six second delay detection and three dimensional tracking to within six feet of: a) All cellular device frequencies b) Bluetooth c) All WiFi device frequencies d) RF energy from 0Hz to 6GHz 2) Must detect and track signals within specifically identified boundaries. 3) Must operate passively and not mimic a base station. 4) Must be capable of rendering near real time data in a graphical user interface representing the three dimensional map of the areas of concern. 5) Must be based on signal time of arrival (not signal strength alone). 6) Must be sensitive enough to detect cellular ping to tower signals. 7) Must provide detection and tracking 24 hours a day, 7 days a week. 8) Must be capable of storing fully auditable scan, detection, and tracking information for analysis and reference indefinitely. 9) Must be capable of providing immediate notification/alert as well as providing email alerts of detected events. 10) Must be capable of providing real time and stored signal/threat analysis as well as an approved (non-alert) signal identification. 11) Must be hard wired (fiber or copper) and capable of meeting DoD SCIF standards. 12) Must be capable of connecting to and integrating with Quintron IDS and badging system. Review of this information is being performed by SSC-LANT Code 63320, which aims to conduct objective comparative assessments and validations of commercial Cellular Detection System to determine if the solution meets the Governments requirements. All information received will be treated as public knowledge and may be used in SSC-LANT documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, URL, revenue, and number of employees. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. Product name and a description of features. 5. Cost information such as purchase price and General Services Administration (GSA) schedule information. The submitted information will be evaluated for inclusion in SSC-LANT projects. If a SSC-LANT project requiring this type of equipment is executed, the equipment selection will be based upon a number of factors, including responder surveys and focus group inputs. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency.
