- This USAF Request for Proposal (RFP) is for Engineering Services. A single, C-Type contract with a 1 year base period of performance with two 1 year option periods will be awarded. There is a need to improve efficiency and cost effectiveness of the Air Force Life Cycle Management Center F-15 System Program Office's (SPO) scheduled maintenance program. This will be accomplished by incorporating the Maintenance Steering Group 3 (MSG-3) methodology into the current maintenance program. IAW the PWS, offerors MUST have at award and maintain throughout performance, a current membership with Airlines for America (A4A, formerly known as ATA). Offerors must comply with Security requirements as outlined in attached DD254. The identifiable non-severable tasks under this Engineering Services requirement are the Maintenance Reliability Enhancement Program (REP), Engineering Requirements Review Program (ERRP) Support, and Data Management Initiatives (DMI). Under the REP task, there is the analysis and initial implementation of an MSG-3 scheduled maintenance program, developing works cards, and support of a Maintenance Program Office's performance of sustaining engineering services. The ERRP support will document all Programmed Depot Maintenance (PDM) performed tasks using the process outlined in Chapter 13 of the Logistics Requirements Development Process (LRDP) Handbook. The DMI task is the implementation of data management tools and technology to support the REP and ERRP efforts. The Government intends to compete this requirement using full and open procedures. The Government intends to evaluate proposals using LPTA procedures. This is a commercial requirement using a Firm Fixed Pricing arrangement. Place of Performance shall be Robins AFB, GA as well as the Contractors Facility. Proposals are due No Later Than 1530 Central time on 30 June 2014. No extensions will be given.
