- Sources Sought Synopsis VA528-14-Q-0346 The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 2, Syracuse, New York is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for resilient terrazzo tile material. Also included are custom cutting and labeling and or coding the VA logo. Installation will be accomplished by the VA. The tile product will be installed abutting existing flooring. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 327390. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. INTERESTED PARTIES PLEASE MAKE NOTE RESOURCES TO SUPPORT THIS REQUIREMENT FOR RESILIENT TERAZZO TILE MATERIAL ALSO INLCUDES CUSTOM CUTTING AND LABELING AND/OR CODING THE VA LOGO. DESIGN TO BE PROVIDED WHEN/IF THE SOLICITATION IS ISSUED. SDVOSB/VOSB/Small Businesses are asked to submit 1) the name of their small business manufacturer OR non-manufacturer meeting the requirements of 13 CFR § 121.406(b)(2); FAR § 19.102(f)(1), address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The VA is also seeking information regarding small business manufacturers for NAICS code 327390. Interested parties are asked to submit 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements, 3) Submit small business distributor listing providing organizational name, website as applicable, email address, telephone number. What is the difference between a Manufacturer and a Non-manufacturer? "A manufacturer is a concern which, with its own facilities, performs the primary activities in transforming inorganic or organic substances, including the assembly of parts and components, into the end item being acquired. 13 CFR § 121.406(b)(2); FAR § 19.102(f)(1). "A concern may qualify a non-manufacturer if it: oDoes not exceed 500 employees; oIs primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied; and oWill supply the end item of a small business manufacturer or processor made in the United States, or obtains a waiver of such requirement. 13 CFR § 121.406(b). Full and open: If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements, 3) Submit small business distributor listing providing organizational name, website as applicable, email address, telephone number. The government will evaluate market information to ascertain potential market capacity to 1) provide supplies and services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a firm-fixed price order awarded IAW FAR part 12. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small disadvantaged veteran owned small businesses (SDVOSB), veteran owned small business (VOSB), small business (SB) or procured through full and open competition. A single award will be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by June 19, 2014, 1 p.m. eastern.
