- NSW Family Website PWS Request for Information/Sources Sought NAICS: 541511, Small Business Size Standard: $25.5M The Naval Special Warfare Command is seeking industry review and comment on a draft PWS prior to issuance of any formal solicitation. The Government may incorporate into the final version of the PWS any information or comment resulting from this request that is determined to be useful. Please DO NOT send capability statements or company literature, the Government is seeking feedback to the draft PWS ONLY. The Government will only respond, if necessary to comments or questions in regards to this PWS and no other comments or questions. This is a non-personnel services contract to provide development, hosting, and maintenance of a new Naval Special Warfare Family website. Once built, the Government will assume full permissions and SharePoint functionalities to manage users and content. The existing website provides much of the functionalities and look and feel desired for the new build, however, the intent is for the new build to maximally utilize SharePoint and to simplify some of the processes. Additionally and for automated validation of NSW affiliation and automatic assignment to applicable command pages within the website, there is a desire for two vs. one tie-in to the Defense Enrollment Eligibility Reporting System (DEERS) via the Defense Manpower Data Center (DMDC): one for the initial registration and the second for periodic refreshes. Based on the attached preliminary SOW requirements, this RFI seeks industry inputs and ROM estimates regarding the development, hosting, and maintenance of the website. ROM estimates should include discussion of approach, timelines, significant cost drivers, relevant experience, and recommendations. Following industry inputs, the Government's intent is to publish the formal solicitation. The solicitation will require the submission of a non-price proposal as well as a price proposal. It is anticipated that this requirement will be procured as a commercial item acquisition in accordance with FAR Parts 12 and 13.5. The resultant contract will consist of a year period with four one year option periods. The Government intends to award a single fixed price contract to the eligible, responsible offeror whose proposal represents the best value, considering price/cost and non-price factors. The specific evaluation criteria will be outlined in the solicitation. The full solicitation will be made available on the Government Point of entry (GPE), FedBizOpps (FBO) website. The solicitation will indicate the closing date. Additional information for this requirement will be listed in the solicitation. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. Paper copies will not be available. The Government will not pay for information submitted in response to this notice. Please address the following: 1. Based on industry experience of similar contracts are the required tasks and performance objectives consistent with this type of requirement or are there additional objectives that the Government could address to ensure optimal performance of the contract? 2. Can contractors perceive any of the requirements as asking for a service that exceeds or will significantly drive price beyond what contractors normally provide in the commercial market? 3. Are there any areas where interested parties believe a potential risk exists or will present itself by fulfilling the terms of the PWS? 4. Is there any area within the PWS where interested parties believe the Government has failed to adequately set forth the stated requirements in a clear and unambiguous manner? 5. Is there any area within the PWS that appears unduly burdensome to either the Government or the Contractor towards the goal of achieving superior contractor performance? 6. Would a firm-fixed price contract type be feasible based on industry experience of similar contracts? 7. Identify your business size and provide your CAGE code.
