Description
General: The National Park Service, Department of Interior, intends to negotiate a sole source procurement with Milestones, Incorporated to acquire the below listed services. This procurement is being conducted under Simplified Acquisition Procedures. The Government believes that the identified contractor is the "only one responsible source" as defined by FAR 6.302-01 (a)(2)(ii) for the required services. Firms that believe they can provide the required services described below are encouraged to identify themselves and give written notice to the Contracting Officer. Firms believing they can provide the required services must provide supporting evidence in sufficient detail to demonstrate the respondent's ability to me the stated requirements. This notice is not a request for competitive quotes. All responses received within 15 days of the date of Public Posting of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Dun and Bradstreet number and identification of business size in accordance with the size standard. Title of Project: Replace Old and Unsafe Lighting and Electrical in Carlsbad Caverns, Carlsbad Caverns National Park, Eddy County, New Mexico, CAVE-161439 Description: The luminaires we have specified are the only one's which fulfill all of the criteria established during our earlier CBA process and approved by DAB. The criterion includes, but not is limited to: • The size and materials of the luminaire - the luminaire housings and hardware are stainless steel or plastic. This is important in order to deter corrosion and subsequently any maintenance and/or complete replacement of the luminaire or device. This is a critical factor as reducing the overall impact / damage to the resource is a top priority. The less the luminaires need to be replaced or repaired, the less direct impact. • IP rating - the luminaires have an IP68 ingress protection rating (submersible). They have been used in previous installations and although they will not be submerged underwater in this application, the luminaire will not allow the cave's humidity to penetrate thru the cable glands and seals that are fitted onto the luminaire itself. This reinforces our position in specifying a luminaire that will withstand the elements and as a result will require little to no maintenance or attention thereby reducing the impact to the cave resource. • Color choices of LED's - the luminaires to be utilize shall contain a (3) color distribution which will allow for both added depth, dimension, and visual comfort for viewing of the resources. Furthermore one of the LED (amber) have been specifically selected for its color output / nanometer reading based off cave research and feedback from other caves during our project research and collaboration ('lessons learned'). The manufacturer has used this particular LED in existing luminaires and therefore its performance has been tested and has passed quality control procedures. • Flexibility - significant to the project and protection of the cave resources is the fact that these luminaires have only one cable to carry both data and power signal. This makes a considerable difference when comparing with most similar luminaires from other companies. Fewer cables mean less impact to the resource and less expense with materials and labor / installation. • Operation and maintenance - these luminaires are simple in design and installation. They share common spare parts on both the luminaire side as well as the cable and power supply, all of which is significant to note as this reduces the spare parts inventory and associated maintenance costs. Standardization of parts keeps things simple for the staff and makes it more viable for the manufacturer in supporting the product dimming control - these luminaires are to be controlled thru a wireless DMX dimming protocol. As such, the LED's will not be dimming thru more conventional means such as traditional dimming racks. Not only does this reduce the project costs exponentially by not requiring these racks or associated cables, controlling the LED thru DMX also means smooth, flicker-free dimming as compared to dimming racks whereas currently the efforts are ongoing to find viable and proven solutions that will dim LED thru dimming racks without flicker at all, much less at the intensities that will be used for the project. During on site demonstrations it was discovered that the actual output required, or close to that which will ultimately be utilized, (intensity of light) was well under the capability of the luminaire. These low intensities (i.e. as low as 5-15%) not only provide ample illumination of the resource, they also extend the life of the luminaires themselves as the total heat loads are reduced on the luminaires themselves. Furthermore, having the ability to dim down to these levels and not flicker (as would be case with most traditional dimmers) means that less maintenance would be required. In addition, using wireless dimming will eliminate the need for network cable in the cave. This will help preserve that cave resource and reduce installation cost. • RDM - RDM, or 'Remote Data Management', is an industry standard protocol for monitoring the status of lighting equipment and associated devices. This is a critical factor as reducing the overall impact / damage to the resource is a top priority. The less the luminaires need to be observed to ensure proper operation, the less direct impact. Type of Procurement: A negotiated sole source firm-fixed price contract is anticipated.
