Description
Synopsis: The U.S. Army Corps of Engineers (USACE), Middle East District (MED) is conducting Market Research to determine the availability of numerous large or small businesses that can provide Court Reporting Services. Sources sought notice in support of the Middle East District Office of Counsel. This is a sources sought notice. This announcement is for market research and preliminary planning purposes. No proposals are being requested or accepted in response to the notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS NOTICE. The MED Office of Counsel has an ongoing requirement for Court Reporting services at various locations in the United States and abroad. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow on information requests. MED intends to solicit offers in August 2014 for the award of single or multiple Blanket Purchase Agreements (BPAs). This solicitation will be issued pursuant to Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and Part 15, Contracting By Negotiation. The Solicitation will be issued as either a small business set-aside or by using full and open competition. The solicitation will identify seven areas of requested business information. 1. Ability to travel 2. Appearance Fees 3. Page rate 4. Exhibit copy fee 5. Translation/Interpreting ability 6. Video Taping Ability 7. Electronic Copy charge Depositions are to be taken at various locations in the United States and in several overseas locations. These overseas locations could include Afghanistan, Bahrain, Egypt, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Tajikistan, Turkmenistan, United Arab Emirates, Uzbekistan, and Yemen. Most depositions are taken in a hotel setting and not in courtrooms. Court Reporters must be Certified. Depositions shall meet the standards set forth by the Official Format recognized by the Administrative Office of the Court and the Board of Court Reporting. Turnaround time for depositions should not exceed 10 work days. Travel will be reimbursed according to standard U.S. Department of Defense Joint Travel Regulation rates. All typed, electronic, and video depositions shall become the property of the United States Government. MED anticipates the solicitation will require offerors to provide information on the capabilities of their firms and their key personnel, resources, past performance, and rates offered on requested information. MED will award to a combination of firms which represent the best value to the Government. The small business size standard for this acquisition, based on the NAICS code, is $10,000,000. Small business firms will be required to certify their small business size status as of the date that the solicitation closes. Large business firms will be required to provide small business subcontracting plans in response to the solicitation. All firms must be registered in the System for Award Management (SAM) at https://www.sam.gov/sam/ to be awarded a government contract. The purpose of this notice is to gain knowledge of the interest, capabilities, and qualifications of interested small business concerns, including woman and minority owned small businesses, and service-disabled veteran-owned small businesses (SDVOSB). The type solicitation issued will depend upon the responses to this notice of all firms, but particularly of interested small businesses. Interested vendors are requested to provide a written response to this notice which shall be limited to 5 pages. The response should include: 1) Vendor's name, address, point of contact, phone number, and email address; 2) Vendor's small business size status, including whether the vendor is a woman owned, minority owned, or SDVOSB firm, Cage Code, and DUNS number; 3) Whether the firm is interested in working as a prime contractor or a subcontractor; 4) A description of the vendor's capabilities to meet the stated anticipated requirements; 5) The ability to meet each of the above mentioned seven requested business items: MED will maintain a list of any firm that represents that it has an interest in being a subcontractor or part of a teaming arrangement for purposes of the contemplated procurement. MED will provide such list to any prospective offeror upon request. As a result, any firm that responds to this sources sought notice should indicate whether it consents to its inclusion on such a publicly-available list. The list will be posted on MED's public website. Interested prospective offerors shall respond to this sources sought notice no later than 12:00 Noon EST on 8 July 2014. Responses shall be sent via e-mail to William.M.Weaver@usace.army.mil. Telephone inquiries shall be considered non-responsive. All information in response to this notice must be sent via e-mail.
