- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a 100% Total Small Business Set-Aside This is a combined synopsis/solicitation for a commercial item, reference number W91236-14-T-0025, prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The U.S. Army Corps of Engineers requires CCTV System and Installation, described below in the Statement of Work (SOW). FOB point is destination. Inspection and Acceptance shall be at destination by the Government. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. This synopsis/solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures as defined in FAR Part 12. The successful offeror shall accept the binding order by written acceptance of the SF1449 prior to undertaking performance. The NAICS code is 517110. The small business size standard is 1500. Quote Submission Requirements In addition to pricing for Installation of CCTV System for Corps of Engineers Norfolk District, all Offerors shall submit a detailed specification sheet meeting, at a minimum, all specifications identified in the SOW. Failure to address any of these areas of this RFQ may result in an quote mark unacceptable quote mark rating and disqualification for award. Items must meet minimum requirements set forth on the attached Specifications Sheet. The Bid Schedule is a separate document accessible via the quote mark Additional Documentation quote mark link at the bottom of this announcement. Proposals submitted will be evaluated in accordance with the elements listed in Sections of the SOW and will be determined to be either quote mark acceptable quote mark or quote mark unacceptable quote mark. Offeror's must be rated quote mark acceptable quote mark in each element to be awarded a contract. The contract will be awarded to the lowest priced responsible offeror submitting a technically acceptable proposal. Pricing shall be in accordance with Wage Decision: 05-2543 (Rev.-15) which was posted on www.wdol.gov on 06/19/2013 SOW 1.0. Scope of Work: STATEMENT OF WORK INSTALLATION OF CCTV SYSTEM FOR CORPS OF ENGINEERS NORFOLK DISTRICT FACILITIES NORFOLK, VA 1.0 SYNOPSIS. The Corps of Engineers Norfolk District (CENAO) facilities require the removal of the existing CCTV system cameras and components, and installation of a new fully functional CCTV camera system. Contractor will provide a firm fixed price bid for labor and materials for consideration. CENAO is located at 803 Front Street, Norfolk, VA 23510. 1.1 Contractor will furnish all labor, equipment, and material necessary to accomplish the work described herein. 1.2 Contractor will make no public disclosures of specifications of work being performed under this Task Order. 1.3 Video, still photos, and digital photos taken during the execution of this Task Order will be turned over to the Government with their associated negatives and files at the completion of this project. Digital photographs will be submitted to the Government on CDs in JPG format, and the Contractor will delete all associated files from their records. 2.0 SPECIFIC WORK TO BE ACCOMPLISHED. The Contractor will provide all labor, equipment, and materials to provide a fully functional CCTV security camera system, for CENAO facilities located at Norfolk, VA. CENAO is located at 803 Front St., Norfolk, VA, 23510. Work includes removal of old CCTV equipment, cameras, mounts, and other as needed to replace with new equipment. CCTV monitoring and camera control will be established at three locations: the security office (Waterfield Building, Room 140), guard desk (Waterfield Building, lobby) and at the guard house located the main access gate. The Contractor will inspect the site and direct any questions to the contract specialist, Stormie Wicks via email at Stormie.B.Wicks@USACE.Army.Mil prior to submitting a bid. 3.0 EXISTING SYSTEM OVERVIEW. CENAO presently has a CCTV system in place and the Contractor will look at interfacing to existing system if needed. This may include using existing fiber optics, mounting poles, monitors, etc. CENAO personnel will provide the Contractor with information on presently installed equipment at CENAO via questions submitted to the Contract Specialist. 4.0 POINTS OF CONTACT (POC). 4.1 CENAO Security Representative. Mr. Gorka may be reached via telephone at (757) 201-7087 James.F.Gorka@usace.army.mil 5.0 SCOPE OF WORK PART I GENERAL: The contractor will provide all labor, materials, and equipment for a fully functional CCTV system. The security system fixed CCTV camera monitoring and control stations will be established at three locations: the security office, lobby guard desk, and at the guard house. A. System will consist of the following quality and specification of equipment or equivalent: (See Specification Sheet via the quote mark Additional Documentation quote mark link at the bottom of this announcement.) PART 2 WARRANTY Contractor will provide a minimum one-year parts and labor warranty, exclusive from the manufacturer warranties. PART 3 SPECIAL CONTRACT A. Safety and Health Requirements - The Contractor will comply with all current OSHA, EPA, US ARMY Corps of Engineers Safety and Health Requirements Manual and other regulations in performing work under this contract. B. Contractor will provide a list of workers by name to the Security Office and if necessary, individual identification (drivers licenses, etc) to receive access badges, and/or unescorted privileges while working on the CENAO premises. C. All repaired/replaced equipment items will be returned to the Government unless stated otherwise. PART 4 WARRANTY CALL-BACK SERVICES The Contractor will provide warranty callback services to correct system failures and/or equipment malfunctions during the warranty period. Callback services consist of responding by reporting to CENAO and taking corrective actions within 1 hour of request by telephone or other means, from the Contracting Officer's Representative. Equipment malfunctions shall be corrected the same day that the service call was issued. If circumstances beyond the Contractor's control preclude resolution of the problem that day, the Contracting Officer's Representative must be notified with an explanation for the delay. Under no circumstances will the resolution take more than 24 hours after receipt of notification unless an extension is granted by the Contracting Officer. PART 5 PRODUCT VERIFJCATION TESTING Product Verification Testing (PVT) will be accomplished no sooner than the two week or later than the tour week mark after the security system has been installed and placed in service. The PVT will be used as a vehicle to identify any anomalies that have arisen or points of corrections that may be needed after a period of testing time.
