Description
The U.S. Department of Health and Human Services/Program Support Center/Acquisition Management Services intends to award a sole source contract to Mathematica Policy Research Inc., utilizing acquisition procedures under the authority of FAR Part 6.302-1, for the Department of Health and Human Services/Office of the Assistant Secretary for Health. The Office of Adolescent Health (OAH) within the Department of Health and Human Services (HHS) seeks to complete follow up data collection, analysis and reporting for the rigorous evaluation Adolescent Pregnancy Prevention Approaches (PPA). The PPA evaluation was undertaken to expand available evidence on effective ways to prevent and reduce pregnancy and related sexual risk behaviors among teens in the United States. The evaluation was designed to document and rigorously test seven promising pregnancy prevention programs being implemented by one independent site and six Federal grantees across the United States, funded through a separate funding mechanism in 2010. The evaluation was designed with two components: (1) an in-depth implementation study of the seven selected programs (completed as part of a prior contract with Mathematica Policy Research Inc.) and (2) a rigorously designed impact study of each program (2 of 7 impact studies were completed as part of the prior contract). Under the current proposed contract, the Contractor will complete the impact studies for the remaining 5 programs. As part of the prior contract, the impact studies were designed for the 5 remaining sites and the samples were consented, enrolled and baselined. Under the current contract, the Contractor will complete short-term and long-term data collection, data analysis, and report preparation, as well as prepare journal articles, to disseminate the results of these remaining 5 impact studies. This notice of intent is not a request for competitive quotes or proposals. However, interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any response should be emailed to cristy.scott@psc.hhs.gov by 5:00 PM, July 1, 2014. If no affirmative responses are received, the Contracting Officer will proceed with issuance of a solicitation to Mathematica Policy Research Inc.
