- Wage Determination WD 1977-1427 (Rev.-37) Texas Statewide, Forestry and Land Management Services; The Service Contract Act Ashe Juniper Removal Cut and Mulch Method Statement of Work (SOW) Ashe Juniper Removal Solicitation Packet This is a TOTAL SMALL BUSINESS SET-ASIDE REQUEST FOR PROPOSAL (RFP) PROCUREMENT for an Indefinite-Delivery Indefinite Quantity (IDIQ) contract consisting of a Base Year and 1 Option Year. CONTRACT TYPE: Firm-Fixed Price (FFP) DURATION OF THE CONTRACT: The total duration of this contract, including the exercise of any option(s0 shall not exceed 24 months, 2 years (Base Year and 1 Option Year). EVALUATION - COMMECIAL ITEMS (JAN 1999) The Government will award a contract a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Approach, including equipment and staff proposed, 2. Past Performance, 3. Price. OPTIONS: In accordance with FAR 52.217-5 Evaluation of Optuions (Jul 1990) except when it is determined in accordance with FAR 17.206(b) not to be in Government's best interest, the Government will evaluate offers for award purposes by adding the total price for all option(s) to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). SYSTEMS FOR AWARD MANAGEMENT (SAM). All contractors must be registered in the System for Award Management (SAM) at www.sam.gov. to be awarded a Federal Contract. There are no costs associated with registered in SAM.gov; registration is FREE! NO BIDS SUBMITTED BY FAX OR EMAIL WILL BE ACCEPTED. Incomplete proposals will not be accepted, please review yiour proposal be submission. Contractors shall mail one copy of their proposal, applicable clauses, and/or provisions to the USDA-NRCS Temple State Office, at 101 South Main Street, Temple, Texas 76501. Proposals may be hand-carried in but must arrive no later than 2:00 pm (CDT), July 15, 2014. PREPARATION OF BID: See page 61 of 63 of the Solicitation AG-7442-S-14-0009.
