Description

PRE-SOLICITATION NOTICE PATHOLOGY AND LABORATORY MEDICINE SERVICES The VA Nebraska Western Iowa Health Care System (NWIHCS) intends to issue a solicitation for Pathology and Laboratory Medicine (P&LM) services to be performed at the contractor's site (to be located in Omaha, NE) for the VA Nebraska Western Iowa Health Care System. This will be a Health Care Resources contract to provide P&LM services such as: "Technical Portion (TC) of Anatomic Pathology "Routine Special stains "Full Immunohistochemistry selection "Routine Cytotechnologist Performance - screen all Non-GYN and GYN specimens, reporting all negative PAP smears. "Fine Needle Aspirates (FNAs), may or may not include flow cytometry (at least 6 colors), immunohistochemistry, and special stains. "Flow Cytometry (at least 6 colors) "Bone Marrow TC, including immunohistochemistry, special stains, and flow cytometry (at least 6 colors) "Provide back up for routine clinical laboratory testing (Chemistry analyzer goes down, organism identification, coagulation analyzer confirmation, etc.) All specimens, with the exception of PAP smears, will be grossed at the VA. Subsequently the portion of the TC, which is performed at the VA, will be removed from the total cost. In addition, all screened non-GYN cases and reactive/dysplastic PAP smears will be signed at the VA. For the first six months of the contract, the contractor will perform cytology (both technical and professional component) and the remainder of the contract, the contractor will perform the technical component only. The contract will have a 12-month period of performance with four one-year long option periods. Services will be required beginning approximately January 1, 2015. The North American Industry Classification System (NAICS) Code is 621111 (Size Standard: $10 million). The Government anticipates awarding a fixed-price indefinite delivery-indefinite quantity (pricing to be based on a percentage of Nebraska Centers for Medicare and Medicaid Services (CMS) Physician Fee Schedule and Clinical Diagnostic Laboratory Fee Schedule). The request for proposal is anticipated to be released on or about July 15, 2014 on the Federal Business Opportunities website: http://www.fbo.gov. Prospective offerors should not expect notification of issuance of amendments other than via the Federal Business Opportunities website and are responsible for obtaining all amendments as posted. Prior to submission of a proposal, offerors are expected to read the solicitation documentation in its entirety to fully understand the scope of work, terms, and conditions of the requirement(s). Offerors who are unable to access or open uploaded attachments may contact the Contracting Officer to obtain copies.
