Description
The purpose of this project is to improve main unit circuit breaker synchronization by moving the synchronizing signal from the 230kV side of the GSU transformers to the 13.8kV side of the GSU transformers at the Bonneville Second Powerhouse in Skamania County, Washington. The existing signal on the grid side of the main unit circuit breakers comes from bushing potential transformers on the 230kV side of the GSU transformers. In order to get the same signal to the 13.8kV breaker synchronizing equipment without the small error introduced by the transformation through the GSU transformers, new 13.8kV potential transformers are required on the 13.8kV side of the GSU transformers. This project covers all work required to furnish, install, commission, and place in service the new 13.8kV synchronizing potential transformers at the Bonneville Second Powerhouse. This includes but is not limited to furnishing and installing four new potential transformer cubicles rated 13.8kV, complete with potential transformers, new isolated-phase bus from the cubicles tapping into the existing runs of isolated-phase bus, control wiring from the new cubicles to the existing main unit generator control boards, rewiring inside the control boards, and verifying and updating the control board wiring diagrams. Work must be performed over limited outages in two consecutive years. This acquisition will be a Total Small Business Set-Aside using a best-value trade off basis for award. Technical and price factors will be approximately equal in importance. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. The North American Industry Classification System (NAICS) code for this acquisition is 238210 and the small business size standard is $14,000,000.00.
