Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, NB647000-14-02593 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. (iv) This solicitation is a 100% small business set-aside. NAICS Code is 334516, Small business size standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial item(s): 0001: Gas Chromatograph-Thermal Conductivity: QTY 1 each. 0002: Fourier Transform Infrared Spectroscopy: QTY 1 each. (vi) Description of requirements for the items to be acquired: See attached Statement of Work for Specifications. The Applied Chemicals and Materials Division (ACMD), Materials for Biological Environments Group (MBEG), at NIST, requires a service contract for the procurement of a Gas Chromatograph-Thermal Conductivity Detector instrument and a Fourier Transform Infrared Spectroscopy instrument. MBEG requires the procurement of these instruments in order to research and develop nanoparticles and nanoparticle-polymer composite materials for water treatment and energy conversion applications. The instruments must be able to interface with each other. The Contractor shall provide one (1) Gas Chromatograph with Thermal Conductivity Detector (GC-TCD) instrument system and one (1) Fourier Transform Infrared Spectroscopy (FTIR) instrument system that includes the following specifications and features no later than thirty (30) days after award of this requirement: 1. The instruments must be 100% interoperable and compatible allowing shared use of components. 2. One (1) Gas Chromatograph with Thermal Conductivity Detector (GC-TCD) instrument • AS 1310 Autosampler for TRACE 1300 Series GC (for stand alone; ISQ and ITQ configurations) • Mounting brackets for TRACE 1300 Series GC (includes SSL/PTV adapter nut) • Tool Releasing Station for manually changing syringe tools • Instant Connect Split/Splitless Injector module • TG-1301MS GC COL 30MX.53MM • Instant Connect TCD module • TRACE 1300 Mainframe 110V • TRACE 1300/1310 Start-up kit • 6 port Gas valve and oven factory installed • Must be compatible with Detector Type choices: FID, TCD, ECD, NPD • Must be compatible with Injector Type choices: helium saver module, split/splitless with or without backflush capability, programmable temperature vaporizer with or without backflush capability • Cool-Down Time 4 min. at 22°C • Temperature Range (+)3° to 450°C • Must be compatible with a gas sampling valve • Must be compatible with the following modular accessories: RSH autosampler, headspace sampler, liquid autosampler, Single Quadrupole GC-MS, GC-ion trap MS systems, Triple Quadrupole GC-MS, DFS high resolution GC-MS, isotope ratio mass spectrometer • The GC must have instant-connect injector and detector functionality to enable flexibility in changing the configuration of the instrument. The GC instrument must allow user to be able to switch Injectors and Detectors in Minutes: • Switch injectors and detectors in two minutes without special training or tools • Reduce maintenance downtime dramatically and be back to running samples in minutes • Switch to a different workflow or method instantly The GC instrument must be able to boost productivity by: • Analyze dirtier matrices with minimum cleanup using the system's robust injector technology • Analyze trace concentrations with smaller injection amounts and minimum preconcentration results using enhanced detector sensitivity and micro-volume technology • Protect system components and reduce run time and maintenance using optional backflush capabilities • Shorten sample cycle times using low thermal mass injectors and detectors and fast oven technology • Automate your entire workflow-from pipetting to injection-using a full range of sample handling options • Streamline and speed up data analysis using Thermo Scientific TM Dionex TM Chromeleon TM Chromatography Data System (CDS) software 3. One (1) Fourier Transform Infrared Spectroscopy (FTIR) instrument • Nicolet iS50 FTIR Advanced Flex Gold Spectrometer ~ Gold optics good for far IR, mid IR and near IR operations ~ Includes top-mounted DLaTGS • Ge-on-KBr On-Axis Beamsplitter (7800 - 350 cm-1) • Liquid N2 Cooled MCT-A Detector with CdTe window (11,700-600 cm-1) • Nicolet iS50 English Language Kit • Power Cord: North American 120v, 3 Conductor • Must be compatible with OMNIC software, be capable of being operated with OMNIC software, and come with OMNIC software • Must be tightly sealed to resist ambient humidity • Can accommodate up to 9 user selected detectors, though these may not be purchased at this time • Dual source capable: Polaris long-life IR source • Must be compatible with the following optional modules: o Built-in mid- and far-IR capable diamond ATR o Automated Beamsplitter Exchanger (ABX) o Sample compartment Raman accessory o NIR module with Integrating Sphere and Fiber Optic connections o TGA-IR accessory o GC-IR module The proposed product(s) must include: System Enhancements; Service Calls; Service Conditions; Telephone and Online Support per the attached Statement of Work. Warranty. All labor, replacement parts and components (excluding consumables) provided by the Contractor are guaranteed for a period of ninety (90) days from the service visit completion date. The FTIR instrument should be able to be upgraded to a fully-automated multi-spectral range system that can acquire spectra from far-infrared to visible if desired. The instrument should be able to initiate novel ATR, Raman, and NIR modules at the touch of a button. The instruments must be 100% interoperable and compatible allowing shared use of components. Both instruments must come with software packages so that the instruments can be run from computers. Both instruments must be modular such that different sample mounts and detectors can be added or exchanged in the future. The two instruments must have the capability of being connected to be able to do GC-FTIR (connector pieces will not be purchased now but will be in the future). (vii) The requested delivery is 30 days ARO. FOB Destination for delivery to NIST, 325 Broadway, Boulder, CO 80305. Delivery point of contact will be provided upon award. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors shall submit three examples of orders or contracts performed that are similar in scope including contract numbers and customer point of contacts to establish satisfactory past performance. All offers must include shipping FOB Destination. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Technical capability (capability of the item offered to meet the agency need), price and past performance. Technical capability will be evaluated by how well the proposed products meet the Government requirement as stated in Paragraph (vi). Technical and past performance are equal to price. The Government reserves the right to make an award to other than the lowest-priced offeror if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. A FIRM FIXED PRICE PURCHASE ORDER WILL BE ISSUED TO THE RESPONSIBLE AUTHORIZED OFFER WHOE TECHNICALLY ACCEPTABLE QUATION IS DEEMED TO REPRESENT THE LOWEST PRICE. (x) The offeror must have completed the Online Representations and Certifications Application (SAM) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
