- This is a DRAFT Request for Proposal (RFP) OVERVIEW This is a non-personal services contract to perform ballistic lot acceptance testing of personal body armor that protects the Soldier against a variety of threats. Ballistic lot acceptance testing will be performed in accordance with National Institute of Justice (NIJ) standards and U.S. Army Aberdeen Test Center (ATC) protocols for the following three commodity categories: 1) soft body armor, 2) hard body armor, and 3) helmets. PURPOSE This DRAFT Request for Proposal (RFP) is being posted to gather industry comments on the expected solicitation. REQUESTED INFORMATION Respondents are requested to identify their business type (i.e., large, small, small and disadvantaged, 8(a) certified, woman-owned small, HUB Zone certified small, or service disabled veteran-owned small business) in their response. Respondents are requested to provide status and proof of current NIJ certification for ballistic resistant testing. Respondents are encouraged to provide comments regarding the inclusion of Service Contract Act (SCA) requirements. Respondents are encouraged to provide comments regarding any aspect of the draft solicitation that may not be clear. INSTRUCTIONS There is no solicitation available at this time. Solicitation release is expected in August 2013. Five (5), Indefinite Delivery, Indefinite Quantity (IDIQ) contract awards are anticipated totaling four (4) years. The included DRAFT solicitation is not to be construed as a formal solicitation or request for proposals by the Government. The Government does not intend to pay for any information received in response to the DRAFT RFP. The official release of the RFP will be posted on the Army Single Face to Industry (ASFI) web site located at the following address: https://acquisition.army.mil/asfi/. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. Industry is invited to provide comments. Comments regarding the Statement of Work must be made using the Track Changes function in Microsoft Word. In all cases, the applicable company name must precede the comment. All other comments/questions should be provided in writing. Please have all comments submitted via email to elizabeth.m.nordell.civ@mail.mil no later than 10:00 am EST on Monday, June 30, 2014. It is the potential offeror's responsibility to monitor the ASFI website on a regular basis for any updates to this document. Other documents, as necessary, will be posted when available.
