- The Centers for Disease Control and Prevention (CDC) and the National Institute for Occupational Safety and Health (NIOSH), Division of Respiratory Disease Studies (DRDS), Field Studies Branch intends to award a sole source firm fixed price purchase order to Mercy Health, 14528 South Outer 40 Road, Chesterfield, Montana, Zip 63017-5743 for high resolution computed tomography (HRCT) of the chest (inspiratory and expiratory views) for up to 150 participants; clinical interpretation of each HRCT and hard copy of clinical interpretation for each participant will be provided to NIOSH. Copy of HRCT and clinical interpretation for each participant provided to NIOSH on CD or DVD. CLIN 1: HRCT Scan, Quantity 150 each. CLIN 2: Clinical interpretation of each HRCT scan, Quantity 73 each. Statement of Work: Background: NIOSH currently has a National Occupational Research Agenda (NORA) funded project titled, "Spectrum of Flavoring Chemical-Related Lung Disease." The goal of this project is to assess the spectrum of lung disease among workers exposed to flavoring chemicals. This will be done by performing lung testing and HRCTs on participants from a previously investigated flavoring plant and microwave popcorn plant. A secondary objective is to study the natural history of lung disease among the microwave popcorn workers that were studied between 2000 and 2003. Additionally, we will collect blood from study participants to test for biomarkers of lung damage or inflammation. Scope of Contract: 1) A radiology technician at Mercy Hospital Carthage, MO will be available to conduct HRCTs of the chest (inspiratory and expiratory views) on study participants from July 30 to August 5, 2014. Date Day Time July 30, 2014 Wednesday 1:00pm to 9:30pm July 31, 2014 Thursday 1:00pm to 9:30pm August 1, 2014 Friday 1:00pm to 9:30pm August 2, 2014 Saturday 9:30am to 6:00pm August 3, 2014 Sunday 9:30am to 6:00pm August 4, 2014 Monday 1:00pm to 9:30pm August 5, 2014 Tuesday 1:00pm to 9:30pm Participants will be scheduled prior to the start of the survey. Based on the number of participants, NIOSH may end the medical survey earlier. 2) Pregnant women will not be offered HRCT scanning of the chest, due to the potential risks of radiation to the fetus. NIOSH will ask female participants about pregnancy at registration/consenting. As an additional safeguard, prior to testing of female participants, vendor will ask the participant if she is pregnant. Women who are pregnant will not be scanned. 3) Vendor will conduct HRCT scanning (inspiratory and expiratory views) of the chest for study participants according to the protocol. 4) A doctor will review all HRCT images associated with this study. He will provide a standard clinical interpretation that will be summarized in vendors standard report of findings. 5) Vendor will provide NIOSH with its report of the standard clinical interpretation (hard copy and electronic version) for each study participant. 6) Vendor will provide NIOSH with all study participants' HRCT images on CD or DVD. Period of Performance: The period of performance for this contract is from around July 1, 2014 thru September 30, 2015. Payment and Invoicing: Payment for HRCTs will be authorized upon NIOSH's receipt of 1) hard copies of all reports of the standard clinical interpretation and 2) all reports of the standard clinical interpretation and all images on CD and DVD. This contract action is for a product for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C 2304(c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The notice of intent is not a request for competitive quotations; however, all quotations/responses received within (15) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
