Description
The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of the U.S. Army is conducting a market survey to identify potential sources for immediate procurement or rapid development of a light weight version of the Multi-Role Anti-Armor Anti- Personnel Weapon System (MAAWS) M3 Carl Gustaf Recoilless Rifle. The current MAAWS program is the Non-Developmental Item (NDI) acquisition of the Saab Dynamics Carl Gustaf 84mm recoilless rifle system. Note that the U.S. Government does not own data rights to the system which consists of the M3 Carl Gustaf System and family of munitions, rather it is owned by Saab Dynamics, Karlskoga, Sweden. The U.S. Army is considering a lighter variant of the M3 Carl Gustaf System. The overall system weight must not exceed 15 lbs. The weight reduction would need to be accomplished without affecting the overall Center of Gravity (CG) of the rifle nor its ability to fire any of the legacy MAAWS ammunition currently available, meeting or exceeding the ammunition performance requirements of the legacy M3 system. In addition, the overall system length must not exceed 40 inches. The lighter version of the M3 shall have the same safety performance and ruggedness when exposed to the rigors normally associated with military operations, including air delivery and salt water submersion compared to the legacy M3 rifle. A fully developed system with production configuration would be delivered no later than 16 months from the onset of performing the desired tasks. The Government intends to complete Foreign Comparative Testing (FCT) that will qualify the light weight weapon system using legacy ammunition available for the M3 Carl Gustaf rifle. All responses to this survey must be in Microsoft Office compatible form in the English language and no longer than 25 total pages including all diagrams, drawing, etc. All respondents to this market survey shall provide the following: 1. Item production status or how each system's length and weight will be reduced. 2. Information regarding the design, fabrication and tests already conducted or to be conducted to validate the design. 3. Component compatibility with the Saab Dynamics M3 Carl Gustaf system must be specifically addressed. 4. Actual or expected production unit costs for each rifle, mann barrel and ammunition provided for a qualification effort. 5. If development is required, projections of development costs shall be provided. 6. Anticipated time required to deliver fifteen sets of test items, 2 Mann barrels and approximately1000 rounds of ammunition: a. A set of test items consisting of the lighter M3 rifle and all attachments or devices used to operate it like the current M3 rifle. b. The ammunition shall consist of quantities of MAAWS 84mm rounds including i. High Explosive Anti Personnel rounds ii. High Explosive Dual Purpose rounds iii. Target practice rounds iv. Training rounds with adapters. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. A TDP is not available in support of this announcement. Interested sources shall provide all information by 04 July 2014 by electronic mail only to Kristen Kachur at kristen.e.kachur.civ@mail.mil. All information is to be submitted at no cost to the Government. The Government is not obligated to notify respondents of the results of this market survey.
