- Purpose: The purpose of this sources sought notice/request for information (RFI) is to obtain market research and evaluate whether or not radios from another manufacturer other than Motorola, are compatable and able to overcome the Original Equipment Manufacturer's (OEM) proprietary software relationship associated with their hardware. The US Army is seeking input on whether or not radios other than Motorola are compatible with Motorola's Advanced Digital Privacy (ADP) encryption prior to restricting offerors utilizing a brand-name justification. The Land Mobile Radio (LMR) system at Redstone Arsenal is currently operating under a Motorola Smartnet Type II, APCO-16 LMR system and is owned and operated by NASA. Redstone Arsenal will continue to operate under this system indefinitely. The findings from this Market Research effort may impact any future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal. This is a market survey for planning purposes and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. Please provide an information paper not to exceed two (2) pages; which details: whether or not radios other than Motorola are compatible with Motorola's ADP encryption, compatible radio model numbers and past successes where radios were used in an instance such as this by 5:00 PM (EDT), 30 JUN 2014.
